Reappoint Catherine MacLeod to the Fire and Police Disability and Retirement Board of Trustees for term to expire December 31, 2025

As Mayor, I request Council confirmation of the following appointment to the Fire and Police Disability and Retirement Board of Trustees.

On June 14,2006, the City Council referred a series of charter amendments to the voters of the City of Portland to reform the FPDR system. The charter amendments called for the appointment of a five-person FPDR Board of Trustees, including two Citizen Trustees, nominated by the Mayor, and approved by the Council. Per the City Charter, Section 5-201(a), Citizen Trustees “shall have relevant experience in pension or disability matters and shall be nominated by the Mayor and approved by the City Council.”

Biography: 

Catherine MacLeod has extensive public pension actuary experience and an excellent understanding of the FPDR pension plan. Catherine has focused on post-employment benefits for public sector clients since 2008. She is an engaged trustee who reviews all board materials and asks detailed and direct questions. In addition, she is willing to question Milliman, FPDR’s actuarial firm, and the FPDR staff when additional information is needed. Catherine also provides excellent input on FPDR issues and is eager to help the FPDR finance staff when they need an opinion on actuarial or finance issues.

Statement of interest from Catherine MacLeod:

It has been my pleasure and privilege over the past six years to work alongside my co-trustees on behalf of the police and fire members and their dependents to support the FPD&R program. I look forward to serving an additional term so that we can continue to support this very important benefit program.

I recommend that Catherine MacLeod be appointed to the Fire and Police Disability and Retirement Board of Trustees for a third term from January 1, 2023, through December 31, 2025.

Purpose of Proposed Legislation and Background Information

To reappoint Catherine MacLeod to the Board of Trustees of the Bureau of Fire and Police Disability and Retirement (FPDR). Catherine MacLeod was appointed in 2017 to serve as a citizen trustee member on the FPDR Board of Trustees and was reappointed in 2019 for a second term. Section 5-201 of the Charter of the City of Portland provides that citizen trustees are nominated by the Mayor and approved by City Council. Catherine MacLeod is an actuary and brings valuable pension and actuary experience to the FPDR Board.
