SUBJECT:   Accept the Year Seven Bond Oversight Committee Report on the $68 million 2014 Parks General Obligation Bond

We are pleased to submit for your consideration and acceptance the seventh Bond Oversight Committee Report. Individual City Council members appointed members of the Committee to represent the larger Portland community in overseeing Portland Parks & Recreation’s delivery of the Bond work. To carry out this purpose, the Committee meets regularly with Parks Bureau staff to discuss and review progress on the 2014 Parks Replacement Bond work.

The Oversight Committee’s Report evaluates the Parks Bureau in three categories: adherence to the language of the bond; fiscal accountability; and transparency.

The full report attached to the Council packet as Exhibit A will be shared with the Parks Board and the Bond Team. This version will be available online. Printed copies will be available upon request.

The Bond Oversight Committee will continue to meet through the duration of the Parks Replacement Bond and report back on an annual basis to City Council.

Impact Statement

Purpose of Proposed Legislation and Background Information

In 2014, the Parks Replacement Bond Measure was passed. The language of the ballot measure required that a Bond Oversight Committee be established. In 2015, five members were appointed by individual City Council members to review the work of the Parks Bureau as they carry out Bond Measure promises and implement projects. The current Committee members are Karen Loper Tracy, David Staczek, Brianna Westenskow, and Karl Cheng.

The Bond Oversight Committee meets regularly with Parks Bureau staff to discuss and review progress on Bond projects, challenges, changes in scope, schedule and budget, and any other pertinent information related to the 2014 Parks Replacement Bond.

Each year the Committee is also responsible for producing a report to City Council on the progress of the Parks Bureau. The report, in part, relies on information from the most recent Bond Annual Report, as well as independent research and analysis. The Oversight Committee’s Year Seven report evaluates the Parks Bureau’s performance in three categories:

  1. Adherence to the Bond language;
  2. Fiscal accountability; and
  3. Transparency.

The Report is attached to the Council packet as Exhibit A.

Financial and Budgetary Impacts

There are no financial or budgetary impacts directly resulting from the presentation of this Report.

Community Impacts and Community Involvement

The Bond Oversight Committee is comprised of members in the community, selected by each individual City Council member to represent the interests of the larger Portland community.
