Emergency Ordinance

*Create the Charter Transition Advisory Committee to advise the City on implementation of the voter-approved Charter amendments in Portland Measure 26-228

The City of Portland ordains:

Section 1. The Council finds:

  1. On November 8, 2022, voters approved Portland Measure 26-228.
  2. Measure 26-228 amended the City’s Charter by establishing a mayor-council form of government, creating four new geographic districts with three councilors representing each district, and electing City officers using ranked choice voting.
  3. To implement Measure 26-228 effectively and efficiently, the City seeks to create a Charter Transition Advisory Committee.

NOW, THEREFORE, the Council directs:

  1. The Charter Transition Advisory Committee (Committee) is created to:
    1. Advise the Chief Administrative Officer on implementation of Measure 26-228 while incorporating: 1) the City’s core values of anti-racism, equity, communication, collaboration, transparency, and fiscal responsibility; and 2) the Charter Commission’s desired outcomes of a participatory and growing democracy, and a government that is accessible, transparent, reflective, responsive, accountable, and trustworthy.
    2. Maintain open and consistent communication and engagement with Portlanders and ensure public input is meaningfully integrated into the City’s transition. Other than the Independent District Commission’s solicitation of district-specific input, the Committee will serve as the primary solicitor and repository of public input related to the transition.
    3. Advise the City on the City’s transition plan and community engagement plan, including project schedule and project budget, resource allocation, and funding strategy.
    4. Liaise with and provide advice to the City’s transition project team on topics such as administration and operations, ranked choice voting and district-based elections, voter education, roles and responsibilities of the new expanded Council and Mayor, and service delivery improvements.
  2. Members of the Committee are eligible for a stipend each calendar year they serve on the Committee.
  3. The Committee will consist of fifteen (15) people who live, work, worship, or are enrolled in school within the City, who represent a diversity of race, gender, age, color, religion, sexual orientation, marital status, familial status, mental or physical abilities, sources of income, and geography.
  4. The Committee will be appointed by the Mayor, with confirmation by the City Council.
  5. Committee members’ terms shall generally be from their appointment in January 2023 to March 30 of 2025, unless the Mayor or City Council determines either that the Committee’s work needs to be extended or has been completed at an earlier date.

Section 2. The Council declares an emergency exists because timely appointment of the Charter Transition Advisory Committee is necessary to ensure implementation of the voter-approved Charter amendments; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of Proposed Legislation and Background Information

This ordinance establishes the Charter Transition Advisory Committee (CTAC) who’s responsibility will be to ensure that implementation of the Measure 26-228 Charter amendments is done effectively and efficiently following the City’s core values of anti-racism, equity, communication, collaboration, transparency, and fiscal responsibility, and the Charter Commission’s desired outcomes of a participatory and growing democracy, and an accessible, transparent, reflective, responsive, accountable, and trustworthy government. In addition to the CTAC’s role, this ordinance establishes its membership requirements and terms.

Financial and Budgetary Impacts

Direct cost for this committee includes a stipend for each member every calendar year and as yet undetermined costs associated with community engagement strategies. The Office of Management and Finance with provide staffing for the committee. Indirect costs to this commission include recommendations they may have on future budget recommendations as well as recommendations for service delivery improvements.

Community Impacts and Community Involvement

This committee is tasked with providing community engagement for the City throughout the charter transition implementation process.
