*Authorize application to the State Homeland Security Grant Program to fund Portland Fire & Rescue equipment to prepare for and protect against acts of terrorism

The City of Portland ordains:

Section 1. The Council finds:

  1. The State Homeland Security Grant Program (SHSP) supports implementation of state homeland security strategies to address planning, organization, equipment, training, and exercise needs to prevent, prepare for, protect against, and respond to acts of terrorism.
  2. Portland Fire & Rescue will seek funds for radio encryption, radiation monitoring device, station security fencing and life saving intervention bags.
  3. Match is not required.
  4. This application submission date is June 15, 2023.

NOW THEREFORE, The Council directs:

  1. The Mayor is hereby authorized to make application to the State Homeland Security Grant Program.
  2. The Mayor is authorized to provide such information and assurances as are required for the grant period.
  3. The Office of Management & Finance Grants Management Division is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Mayor’s behalf.

Section 2. The Council declares that an emergency exists because the grant application date is June 15, 2023; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

This Ordinance authorizes Portland Fire & Rescue to apply to the Department of Homeland Security, Federal Emergency Management Agency, a grant passed through Oregon Emergency Management (OEM) to local counties to assist state, local and tribal efforts to build, sustain and deliver the capabilities necessary to prevent, prepare for, protect against and respond to acts of terrorism.  OEM passes these funds through the State Homeland Security Program (SHSP) to local Counties; Multnomah County will submit Portland Fire & Rescue’s application.  

SHSP identified six priority areas to fund, these priorities will enhance the protection of soft targets/crowded places, increase information and intelligence sharing and analysis, combating domestic violent extremism, increase cybersecurity, increase community preparedness and resilience and boost election security.

Portland Fire & Rescue’s grant requested items will support the SHSP goal to Strengthen National Preparedness, enhance information and intelligence sharing and strengthen community preparedness.  

PF&R’s application will include these items:

  1. RADIO ENCRYPTION will ensure the capacity to communicate with both the emergency response community and the affected populations and establish interoperable voice and data communications between Federal, tribal, state and local first responders. PF&R will share this resource with Gresham Fire Department.
  2. Radiation exposure monitors will be used to identify or locate radioactive threats or hazards and will be used by PF&R’s HazMat team to maximize the screening of targeted cargo, conduct radiological, nuclear search/detection operations in multiple locations.  PF&R will share this resource with Gresham Fire Department and the Port of Portland.
  3. FENCING and SECURE CARD ACCESS will protect PF&R fire stations against domestic criminal and terrorist activities that threaten key operational activities.
  4. LIFE SAVING INTERVENTION BAGS are medical kits designed for mass casualty and active shooter type incidents.  These kits will be attached to each firefighter, emergency responder’s ballistic vest to treat severely injured subjects in the field.  PF&R will share this resource with Gresham Fire Department.

This legislation is for approval to submit the grant application and has no financial impact.
