Impact Statement

Purpose of proposed legislation and background information

This ordinance allows the City to appropriate $103,069 in grant funds awarded by the State of Oregon's Transportation Safety Office to increase the efficiency of traffic crash investigations and to expand patrol-based traffic enforcement. The grant funds Officer training time, and associated benefits, in mobile citation and drone use; mobile citation printers and associated supplies, crash investigation drones, and a dedicated crash investigation computer. Increased efficiency in investigations will improve the speed and accuracy of scene documentation, reduce roadway closure durations, and strengthen downstream case preparation for traffic incidents. The expansion of patrol-based traffic enforcement will streamline citation issuance during enforcement stops. The removal of paper-based processes is intended to reduce stop duration, improve officer and driver safety, and increase the feasibility of proactive enforcement during routine patrol. It will also streamline data collection and analysis to guide future enforcement resource deployments.

Financial and budgetary impacts

This action will increase Portland Police Bureau's grants fund appropriation by $103,069 in FY26-27. Local match in the amount of $25,768 will be covered by the PPB General Fund.

Economic and real estate development impacts

Not applicable.

Community impacts and community involvement

Traffic safety impacts all Portlanders, whether they are drivers, cyclists, or pedestrians. Improving the efficiency and accuracy of crash investigations, along with expanding patrol-based traffic enforcement will contribute to the Bureau's goals of addressing dangerous driving behaviors and contributing positively to the State of Oregon's traffic safety performance measures. Officers will face fewer safety concerns with more efficient citation methods, and a larger and more accurate database of traffic investigation data will allow the Bureau to develop a more comprehensive and data-driven approach to traffic enforcement. These two outcomes will have positive effects on all Portlanders across the City.

100% renewable goal
