*Authorize Letter of Agreement with the Laborers’ International Union of North America, Local 483 for premium pay to Assistants and Aides as defined in the Preschool for All Program

The City of Portland ordains.
Section 1. The Council finds:
- The City and Laborers' International Union of North America, Local 483 – Recreation (LiUNA-Rec) are parties to a collective bargaining agreement (CBA) effective July 1, 2022, to September 30, 2026.
- On December 4, 2024 Multnomah County allocated the City slots for 154 students for 11 classrooms across 9 City facilities, as a Pilot Site for the Preschool for All Program. By accepting the Preschool for All slots and associated funding, existing City Preschool classrooms are held to the program requirements set by Preschool for All including a minimum wage set by Multnomah County and adjusted for each fiscal year.
- Effective July 1, 2026 the wage rate upon entry for the Recreation Associate Classification is $20.59 per hour.
- The minimum wage set by Preschool for All for the 2026/2027 fiscal year is $23.16 per hour.
NOW, THEREFORE, the Council directs:
- The Director of the Bureau of Human Resources is authorized to enter into a Letter of Agreement, Exhibit A, between the City and LiUNA-Rec to implement a $2.57 per hour Preschool Specialty premium for employees working in the Recreation Associate Classification on all hours worked in City preschool classrooms in a form substantially similar to Exhibit A.
- This Letter of Agreement will expire on July 1, 2027.
- This ordinance is binding City policy.
Section 2. The Council declares that an emergency exists to avoid an unnecessary delay in the orderly implementation of the provisions of this Letter of Agreement; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of proposed legislation and background information
The purpose of this ordinance is to authorize a letter of agreement with LiUNA-Rec to implement the premium pay. The Portland Parks Bureau will be able to pay Assistants/Aides in Preschool classrooms in alignment with the Multnomah County Preschool for All program requirements.
Financial and budgetary impacts
The total wages and wage-driven benefits for the preschool support staff are expected to be between $820,000 and $1.2 million for the fiscal year 2026-27. The actual amount will depend in part on the wage step placement of the staff and their eligibility for retirement benefits. The costs for the preschool support staff are 100% funded by the Preschool for All program through a Multnomah County income tax.

Community impacts and community involvement
Multnomah County runs the Preschool for All Program to provide tuition-free preschool for 3- and 4-year olds that will serve community in the City of Portland . There are no other anticipated community impacts to this agreement. This action is largely internal to City government processes.
