*Approve accepting funds from the State of Oregon under the State Revenue Sharing Program for the fiscal year beginning July 1, 2026 and ending June 30, 2027
The City of Portland ordains.
Section 1. The Council finds:
- The State of Oregon established a State Revenue Sharing Program through the enactment of Senate Bill 11 by the 1977 Oregon Legislative Assembly.
- Pursuant to ORS 221.770 the City must elect to receive the State Revenue Sharing Program funds and must notify the State of Oregon, Department of Administrative Services of said election.
NOW, THEREFORE, the Council directs:
- The City Budget Office is hereby authorized to notify the State of Oregon, Department of Administrative Services that pursuant to ORS 221.770, the City hereby elects to receive State Revenue Sharing funds for FY 2026-27.
- The actions electing to receive State Revenue Sharing funds contained in this ordinance are binding City policy.
Section 2. The Council declares that an emergency exists because the City is required to elect to receive State Revenue Sharing funds for FY 2026-27 before the start of the fiscal year on July 1, 2026; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved
in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Purpose of proposed legislation and background information
The ordinance must be passed by Council to prepare the City for the new fiscal year on July 1, 2026. This item is included because ORS 221.770 requires the City to formally elect to accept state shared revenues.
Financial and budgetary impacts
The ordinance makes the City eligible for an estimated $19,496,999in cigarette, liquor, and state marijuana taxes in FY 2026-27.

The Adopted Budget as filed includes programmatic changes that will impact the community. These programmatic changes invest resources and reallocate internal resources into bureau programs as articulated in the Mayor's Proposed Budget document and subsequent City Council Amendments passed on May 19-20, 2026. There were Council work sessions held to discuss the FY 2026-27 Budget process in April and May of 2026. Council conducted listening sessions in each district throughout 2026 as well. Public comment has been solicited on the City Budget Office website, and in accordance with Oregon Local Budget Law, live public testimony was received on April 21, 2026 during the Mayor's Proposed Budget Hearing and on May 18, 2026. Public comment will also be taken during the Tax Supervising Conservation Commission meeting on June 9, 2026 and during the City Council meeting on June 10, 2026.
