Appropriate grants from the State of Oregon Transportation Safety Office and from Oregon Impact for a total of $322,555 to increase traffic safety

The City of Portland ordains.

Section 1. The Council finds:

  1. The State of Oregon's Transportation Safety Office has awarded the City a Traffic Safety Training grant and will reimburse the City a maximum of $50,000 during the period of performance from October 1, 2025 - September 30, 2026. (See Exhibit 1.)
  2. The State of Oregon's Transportation Safety Office has awarded the City a Driver Education grant and will reimburse the City a maximum of $207,532 during the period of performance from October 1, 2025 - September 30, 2026. (See Exhibit 2.)
  3. Oregon Impact has awarded the City a Driving Under the Influence of Intoxicants High Visibility Enforcement grant and will reimburse the City a maximum of $30,000 during the period of performance from October 1, 2025 - September 30, 2026. (See Exhibit 3.)
  4. Oregon Impact has awarded the City a Distracted Driving High Visibility Enforcement (DD HVE) grant and will reimburse the City a maximum of $50,000 during the period of performance from October 1, 2025 - September 30, 2026. (See Exhibit 4.)
  5. Oregon Impact has awarded the City a Speed High Visibility Enforcement (Speed HVE) grant and will reimburse the City a maximum of $40,000 during the period of performance from October 1, 2025 - September 30, 2026. (See Exhibit 5.)
  6. Oregon Impact has awarded the City a Safety Belt High Visibility (SB HVE) Grant and will reimburse the City a maximum of $35,000 during the period of performance from October 1, 2025 - September 30, 2026. (See Exhibit 6.)
  7. A City of Portland local match in the amount of $71,952.23 will be provided by the Portland Police Bureau's General Fund to cover the non-federal contribution towards project costs ($12,566.23 for the Traffic Safety Training Grant; $28,396 for the Driver Education Grant; $6,000 for DUII HVE; $10,000 for DD HVE; $8,000 for Speed HVE; and $7,000 for SB HVE). 

NOW THEREFORE, The Council directs:

  1. The FY 2025-2026 budget is hereby amended as follows:

Impact Statement

Purpose of proposed legislation and background information

This ordinance allows the City to appropriate grant funds recently awarded by The State of Oregon's Transportation Safety Office and Oregon Impact to address traffic violations, traffic officer training, and to offer important Driver Education classes. 

The Traffic Safety Training grant will allow the Portland Police Bureau (PPB) to pursue innovative and important training opportunities for traffic officers to increase their understanding of new traffic laws and new approaches to traffic safety. The Driver Education Grant will provide funding for the Portland Police Bureau to provide driving instruction and traffic safety training to Portlanders who speak English as a second language or have limited English proficiency. The DUII HVE grant will help PPB address traffic violations involving the use of intoxicants. The DD HVE grant will help PPB address instances of traffic incidents related to distracted driving. The Speed HVE grant will allow PPB to address instances of speeding. The SB HVE grant will help PPB increase its efforts to reduce the number of safety belt and child safety seat violations across the City.

Financial and budgetary impacts

This action will increase Portland Police Bureau's grants fund appropriation by $322,555 for Fiscal Year 25-26. A City of Portland local match, required by these grants in the amount of $71,952.23, will be covered by budgeted PPB General Fund resources.

Economic and real estate development impacts

Not applicable.

Community impacts and community involvement

Traffic safety impacts all Portlanders, whether they are drivers, cyclists, or pedestrians. Reducing the number of traffic incidents involved distracted driving, driving under the influence, and speeding will have a positive impact across the City. Reducing the number of safety belt and child safety seat violations will also save lives. Portlanders will also benefit from a more robust and well-trained Traffic Division. Finally, by offering driver education training to Portlanders who may be unfamiliar with local traffic laws, Portland Police Bureau hopes to reduce the number of traffic incidents across the City.

This action neither increases nor decreases the City's total energy use, or renewable energy use.
