Adopt Council Regular Meeting Schedule pursuant to Code Subsection 3.02.010.C.1
The City of Portland ordains.
Section 1. The Council finds:
- Code Subsection 3.02.010.C.1 provides that Council will hold regular meetings at least two times per month.
- Code Subsection 3.02.010.C.1 further provides that the Council may adopt a schedule for regular meetings by ordinance. If Council does not adopt a schedule, the Council will meet on specific days and times set forth in code.
- Code Subsection 3.02.010.C.1 provides for meetings on the first and third Wednesdays of the month. Council committees are currently scheduled the weeks of the second and fourth Wednesday of the month.
- In October and December 2025, there are five Wednesdays. The current Council schedule does not hold any meetings (full Council or committee) the week of the fifth Wednesday.
- Pursuant to Code Subsection 3.02.010.C.1, Council adopted Ordinance 192023, which changed the time of the May 21 Council meeting from 6:00 p.m. to 9:00 a.m. and added an additional Council meeting at 9:30 a.m. on June 11.
- Council has previously recognized the limitations of the default schedule in Code, scheduling Special Meetings pursuant to Code Subsection 3.02.010.D at 10:00 a.m. on April 23, 2025, 1:00 p.m. on June 10, 2025, 1:30 p.m. on June 25, 2025, 2:30 p.m. on July 16, 2025, 9:30 a.m. on August 13, 2025, and 2:00 p.m. on August 14, 2025.
- The aggregate hours per month for the full Council to meet has been reduced from 36-45 hours per month prior to January 1, 2025 to 15 hours per month beginning January 1, 2025, even as the number of elected officials who can file items has increased from 6 to 14 and the number of elected officials who discuss items at the full Council has increased from 5 to 12.
- Prior to January 1, 2025, there were no Council committees. There are currently eight committees meeting an aggregate of 32 hours per month (each Councilor has 2-4 committee assignments and therefore a commitment of 8-12 hours per month). Increasing the number of full Council meetings will increase the time commitment for supporting teams and agencies (e.g. Council Clerk, Council Operations, Bureau of Technology Services, security contractors, streaming contractors), and if Council were to adjust its committee schedule and reduce the total committee meeting hours, that would offset the increase in full Council hours this ordinance would create.
- To ensure adequate time for Councilor discussion and evaluation, and for the public to take part in the creation of City policy and decision-making, Council adopts a schedule for regular meetings as set forth in the directives below.
NOW, THEREFORE, the Council directs:
- Council’s regular meetings will occur:
- On the first, second, fourth, and any fifth Wednesday of each month beginning at 9:30 a.m.
- On the third Wednesday of each month beginning at 6:00 p.m.
- Any regular meeting that is recessed with unheard agenda items will continue at 2:00 p.m. the following Thursday.
- When a meeting falls on a legal holiday, the meeting will be held on the next succeeding business day at the same hour or, upon motion adopted by Council during a regular meeting at least 14 days prior, on the day and at the time designated by Council.
- All meetings of the City Council beginning at or after 6:00 p.m. will be scheduled to end at 9:00 p.m. and may adjourn earlier upon completion of the agenda. In the event that Council has not completed its agenda by 9:00 p.m., Council will complete consideration of the current item, and will then continue to consideration of any remaining emergency ordinances, nine-twelfths items, or adjournment. Council may also suspend the rules to continue the meeting for other items.

Impact Statement
Purpose of Proposed Legislation and Background Information
Prior to the change in the form of government effective January 1, 2025, City Council met weekly from 9:30 a.m. to 12:30 p.m. on Wednesdays, with recessed meetings from 2:00 p.m. to 5:00 p.m. on Wednesday and/or Thursday as needed. This allowed City Council to meet for up to 9 hours per week or 36-45 hours maximum per month. The default schedule in Code Subsection 3.02.010.C.1, which took effect on January 1, 2025, holds meetings every other week - the first week of the month on the same schedule, and the third week at 6:00 p.m. on Wednesday and 2:00 p.m. on Thursday. This schedule, unless meetings last longer than three hours, has a total of 15 hours of full Council meetings per month. It also does not schedule Council meetings where there is a fifth Wednesday of the month. This reduction in meeting time, paired with more voices weighing in on Council decisions (including 12 Councilors where previously there were 5), has created a scarcity of meeting time relative to the needs of Council.
Council has already recognized this need twice - first by adopting Ordinance 192023 to add a Council meeting and lengthen another, and second by adding Special Meetings on April 23, June 10, June 25, July 16, August 13, and August 14. Additionally, numerous work sessions and executive sessions, scheduled by the administration, have further reduced available meeting time, including an Executive Session on March 6, a Work Session on April 2, and an Executive Session on April 3. Finally, although no other meetings have been scheduled in a way that reduces evening meeting time, the evening Council meetings currently held on the third Wednesday of the month have had more items on the agenda than the public has time to testify on, which has both reduced their time (often to 90 seconds or 2 minutes from the default 3 minutes per testifier) and led to evening Council meetings extending late into the evening, which removes the benefit that evening Council meetings provide for public input and transparency. Adding more evening meeting time in the hours of 6:00 p.m.-9:00 p.m. increases public input, but adding more evening meeting time after 9:00 p.m. does not measurably do so.
This legislation would make five changes.
The first change is that this ordinance would start a new schedule, where the first, third, and (where one exists) fifth Wednesday of the month would have a morning Council meeting, with a recessed meeting time that same afternoon as well as the following Thursday afternoon. The second and fourth Wednesday of the month would have an evening Council meeting, with a recessed meeting time the following Thursday afternoon. The changes to funding in the fiscal year beginning July 1 allows for increased capacity to accommodate this on the teams which support Council meetings (Council Operations, Council Clerk, Bureau of Technology Services, security contractors, and livestreaming contractor).
Second, this ordinance would define, as part of the schedule for meetings starting after 5:00 p.m., that the Council will, if still meeting at 9:00 p.m., proceed with the item currently under discussion as normal. Following the conclusion of that item, Council will proceed to any remaining emergency ordinances, any remaining nine-twelfths items, or adjourn, unless Council votes to suspend the rules and continue the meeting with other items.
Third, this ordinance would prevent Council work sessions scheduled by the Mayor, Administrator, or Auditor, as well as executive sessions, during the first three hours of a Council meeting schedule (9:30 a.m.-12:30 p.m. for morning meetings, and 6:00-9:00 p.m. for evening meetings), to avoid reduction in Council meeting hours. Should a Council meeting be canceled, following this cancelation the timeslot would be available for scheduling by the Mayor, Administrator, or Auditor.
This document is being proposed as conversations have begun about Council committees, which may include reducing the aggregate Council committee meeting hours each month. These conversations, though outside the scope of this ordinance, may result in a separate resolution that could mitigate, cancel out, or even exceed (with reductions in aggregate meeting hours for Council committees) the full Council meeting hours added by this ordinance.
Financial and Budgetary Impacts
The schedule this ordinance would enact would require increased staff time from salaried Council office and Council Operations staff, which would not have a financial or budgetary impact. It would require increased staffing from the Council Clerk's office, Bureau of Technology Services, and security and streaming contractors, which would have a budgetary impact. Increased capacity for all of these was discussed in ongoing budget conversations for fiscal year 2025-2026.
This impact may occur parallel to a corresponding reduction in meetings held by Council committees, which would reduce the budget for Council meetings in a way that would mitigate, cancel out, or even exceed the budget increase from additional full Council meetings.

Community Impacts and Community Involvement
This ordinance would increase the number of City Council meetings, increasing the ability of community members to participate in City decision-making through attendance, observation, and testimony. It would specifically add 1-2 morning and 1 evening meeting per month, the latter of which increases availability for those who cannot attend daytime meetings of either the full Council or Council committees (which currently meet exclusively during daytime hours). While the City Council can add special meetings the second, fourth, and fifth Wednesdays of the month (and did add a special meeting on April 23, 2025), advance notice of these dates improves transparency for community and helps community, Councilors, and staff plan for the opportunities to engage with all of Council.
