Emergency Ordinance

*Adopt schedule for specific Council meetings to implement budget calendar

The City of Portland ordains.

Section 1. The Council finds:

  1. Code Section 3.02.010.C.1 provides that Council will hold regular meetings at least two times per month.
  2. Code Section 3.02.010.C.1 further provides that the Council may adopt a schedule for regular meetings by ordinance. If Council does not adopt a schedule, the Council will meet on specific days and times set forth in code.
  3. The Council will adopt a FY 2025-26 budget calendar by resolution. To ensure adequate time for required FY 2025-26 budget meetings and public testimony, the Council is adopting a schedule for regular meetings in May and June 2025 to reflect the budget calendar, as set forth in the directives below.

NOW, THEREFORE, the Council directs:

  1. The Council’s regular meeting on May 21, 2025, will begin at 9:00 a.m. instead of 6:00 p.m.
  2. The Council will hold an additional regular meeting at 9:30 a.m. on June 11, 2025.
  3. The regular meeting schedule set forth in Code Section 3.02.010.C.1 otherwise remains unchanged.

Section 2. The Council declares that an emergency exists because the City must implement and provide notice of the of the revised regular meeting schedule in a timely manner; therefore, this Ordinance shall be in full force and effect from and after its passage by Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

On October 15, 2003, the City Council adopted Resolution 36173, which directed the City Budget Office (previously the Financial Planning Division of OMF) to prepare a  Budget Calendar for adoption by Council resolution annually. In accordance with Code Section 3.02.010.C.1, an ordinance is required to implement the proposed Budget Calendar for FY 2025-26. The Council declares an emergency exists because the City must implement and notify the public of the revised regular meeting schedule in a timely manner, therefore this Ordinance will be in full force and effect immediately upon its passage by the Council.

Community Impacts and Community Involvement

This ordinance is to implement the proposed FY2025-26 budget calendar. The budget calendar is mostly driven by legal requirements of the state and includes planned dates for public hearings and community listening sessions in each District on the budget. The advance notice of these dates improves transparency for community and helps folks plan for the opportunities to engage with all of Council on their budget decision.
