Authorize competitive solicitation and contract with the lowest responsive and responsible bidder for construction improvements of the Swan Island Combined Sewer Overflow Pump Station Pumps 1, 3 and 5 project (Project E11368)
The City of Portland ordains.
Section 1. The Council finds:
- The Bureau of Environmental Services (BES) needs to construct improvements to the Swan Island Combined Sewer Overflow pump station to address issues including excess pump vibration, pump failure, excess pipe stress, and damaged pipe system components.
- Improvements are needed to increase operator safety and reduce the risk of catastrophic pump station failure and uncontrolled Combined Sewer Overflow (CSO) to the Willamette River. Improvements will increase the reliability of this critical pump station and the resiliency of the overall municipal wastewater collection system.
- The established cost estimate is $2,300,000. The level of confidence is moderate. Funds are available in the Sewer System Operating Fund, FY 2024-25 Budget, Bureau of Environmental Services, WBS Element E11368.
NOW, THEREFORE, the Council directs:
- The Chief Procurement Officer is authorized to conduct a competitive solicitation process for the lowest responsive and responsible bidder in accordance with Chapter 5.34 of the Portland City Code.
- Upon the Council’s acceptance of the Chief Procurement Officer’s report recommending the lowest responsive and responsible bidder, the Chief Procurement Officer is authorized to execute a contract, provided the contract has been approved as to form by the City Attorney’s office.
- The Mayor and Auditor are hereby authorized to pay for the contract from the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.
An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Purpose of Proposed Legislation and Background Information
This legislation authorizes competitive solicitation and contract with the lowest responsive and responsible bidder and provides payment for construction of the Bureau of Environmental Services (BES) Swan Island Combined Sewer Overflow (SICSO) Pumps 1, 3 and 5 project (E11368).
BES needs to construct improvements to the Swan Island Combined Sewer Overflow (SICSO) pump station to address issues including excess pump vibration, pump failure, excess pipe stress, and damaged pipe system components. Financial and Budgetary Impacts
This legislation will authorize City staff to contract with and provide payment to the lowest responsive and responsible bidder for the SICSO Pumps 1, 3 and 5 project (E11368). The Design phase of the project is nearing completion and BES estimates that construction costs for the project will be $2,300,000 with a moderate level of confidence. Funds will be used from the Sewer System Operating Fund FY 2024-25 Budget.

Community Impacts and Community Involvement
This project is anticipated to have minimal or no construction impacts to the public. Improvements to the SICSO Pump station will be made within the underground facility, which is in an industrial area.
Constructed improvements are expected to reduce the risk of catastrophic pump station failure and uncontrolled Combined Sewer Overflow (CSO) to the Willamette River. Improvements will increase the reliability of this critical pump station and the resiliency of the overall municipal wastewater collection system.
No groups are anticipated to testify in relation to this legislation.

Improvements to the SICSO Pump Station are not expected to affect the City’s total energy use or its renewable energy use.
