*Amend contract with Cale America Inc for multi-space parking pay stations and related services to extend the term through April 23, 2030, for an additional $4,800,000 (amend Contract 31000720)
The City of Portland ordains.
Section 1. The Council finds:
- The City of Portland, Bureau of Transportation manages paid on-street parking that uses multi-space pay stations. The City has established multiple meter districts and operates 2,100 parking pay stations with varying hourly rates and hours of operation. Existing major meter districts include the Central Business District, Lloyd District, Central Eastside Industrial District and Northwest District.
- The City of Portland, Bureau of Transportation manages a Parking Permit Program that utilizes an online permit system. The City has established 19 Parking Permit zones that issue approximately 20,000 permits annually, to serve residents and businesses in those areas allowing them to park on the street past the posted visitors time limits. Existing major Parking Permit Program zones include Goose Hollow, Gander Ridge, Lair Hill, Upper Northwest, Homestead, and Central Eastside.
- On January 21, 2015, City Council accepted a Report to Council from the Chief Procurement Officer recommending authorization and implementation of a price agreement with Cale America for a five year not to exceed amount of $11,900,000. The Price Agreement #31000720 is made and entered into on April 24, 2015. The contractor was to provide multi-space pay stations, back-office support, wireless communications, helpdesk, spare parts, and other support services.
- On November 30, 2016, the Chief Procurement Officer authorized Amendment One to Contract #31000720 to provide a payment gateway for an additional $1,100,000 increasing the not to exceed amount to $13,000,000.
- On October 16, 2017, the Chief Procurement Officer authorized Amendment Two to develop a Permit Program for $150,000 increasing the not to exceed amount to $13,150,000.
- On June 14, 2019, the Chief Procurement Officer authorized Amendment Three to provide door upgrades to the existing parking pay stations for $1,725,000 increasing the not-to-exceed amount to $14,875,000.
- On February 12, 2020, City Council approved the amendment of contract #31000720 with Cale America to extend the term for the Supply and Services Price Agreement for Multi-Space Parking Pay Stations and Related Services through April 23, 2025, and increased the not to exceed amount to $31,039,000.
- City has a need to extend the existing price agreement with Cale America Inc. for an additional five years to provide continued operations of the existing pay stations and Parking Permit Program. This extension is the most cost-effective option to provide continued services for on-street parking.
- The Bureau's level of confidence in the cost estimates for this project is moderate.
NOW, THEREFORE, the Council directs:
- The Chief Procurement Officer is hereby authorized to execute an amendment to Contract No. 31000720 with Cale America Inc in a form similar to the contract amendment attached as Exhibit A and subject to approval as to form by the City Attorney’s Office.
- The Mayor and Auditor to draw and deliver checks payable to Cale America Inc., chargeable to Bureau of Transportation, Parking & Regulatory Operations Division and the Parking Garage Fund.
Section 2. The Council declares that an emergency exists because a delay in proceeding with the contract will interrupt the Bureau’s ability to provide continuous service on parking meter and online Area Parking Permit Program; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
Exhibits and Attachments
An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Purpose of Proposed Legislation and Background Information
- This Ordinance will extend the term of and add additional services to the City’s contract with Cale America Inc. through April 23, 2030, allowing for continued operations of pay stations for parking meter districts and SmartPark garages, and online permits system for Parking Permit Program.
- Portland Bureau of Transportation, Parking & Regulatory Operations Division operates parking pay stations and online permit system for the Parking Permit Program.
- Managing the paid on-street parking system includes the operations and maintenance of approximately 2,100 existing multi-space parking pay stations in 5 meter districts. On-going operations includes back-office support, wireless communications, payment gateway, helpdesk, spare parts, and other support services.
- Managing the online permit system for the Area Parking Permit Program that issues approximately 20,000 permits annually in 20 APP zones, to residents and businesses to allow them to park on the street in the area past the posted visitors time limits.
- Managing the operations of 52 pay stations in 5 SmartPark garages, including online permit system, validation system, and call center.
- PBOT’s current contract (#31000720) with Cale who provides multi-space pay stations, payment gateway, back-office support, wireless communications, helpdesk, spare parts, online permit system, and other support services expires in April, 2025.
- City has a need to extend the existing price agreement with Cale America Inc. for an additional five years to provide for continuing operations of the existing pay stations and Parking Permit Program. This extension is the most cost-effective way to provide continued services for on-street parking.
- Without this amendment, PBOT would need a competitive procurement process which may result in replacing the whole parking pay station system that can cost between $12,000,000-$20,000,000 on top of the operations cost.
Financial and Budgetary Impacts
- Total cost for this contract is $4,800,000 and is funded by General Transportation Revenue
- Costs for this contract will be posted to PBOT Parking Operations & Regulatory Operations Division.
- No change to the current Portland Bureau of Transportation (PBOT) budget or to staffing levels are included in the ordinance. The cost for parking meter and APP permit system are in the FY 2024-2025 Adopted Budget
- Parking meter districts contribute around $25 million annually to PBOT General Transportation Revenue.

- Parking meter district provide on-street parking to ensure availability for visitors and parking turn-over for business in the meter district area.

Financial and Budget Analysis
This action amends the supply and services price agreement for multi-space parking pay stations between PBOT and Cale America inc., for an additional contract amount of $4.8 million. The amend extends the term of the agreement by five years its from its schedule April 23, 2025 end date to April 23, 2030. Funding for the agreement is to be resourced via General Transportation Revenues in corresponding budget years.
