Authorize competitive solicitation and contract with the lowest responsive and responsible bidder for construction of the Terwilliger-Northgate Lift Station for $3 million (Project E11239)
The City of Portland ordains.
Section 1. The Council finds:
- The Bureau of Environmental Services (BES) needs to construct the Terwilliger-Northgate Lift Station to mitigate a failing 450-foot sewer line to ensure the long-term reliability of the collection system.
- The estimated construction cost is $3,000,000. The level of confidence in the engineer’s opinion of probable construction cost is moderate. Funds are available in the Sewer System Operating Fund FY 2024-25 Budget, WBS Element E11239.
NOW, THEREFORE, the Council directs:
- The Chief Procurement Officer is authorized to conduct a competitive solicitation process for the lowest responsive and responsible bidder in accordance with Chapter 5.34 of the Portland City Code.
- Upon the Council’s acceptance of the Chief Procurement Officer’s report recommending the lowest responsive and responsible bidder, the Chief Procurement Officer is authorized to negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney’s office.
- The Mayor and Auditor are hereby authorized to pay for the contract from the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.

Purpose of Proposed Legislation and Background Information
The S Terwilliger Blvd Sanitary Sewer Extension project, completed in 2017, installed 7,000 feet of gravity sewer. However, approximately 450 feet of pipe, north of S. Northgate Ave, was installed at a depth of approximately 30 feet in unstable soil conditions and below the groundwater level. Due to the soil conditions, this 450-ft section of gravity sewer has deformed and sagged, creating a ”belly” in the pipe, leading to settling of solids in the pipe. To address this, BES has an agreement with the Bureau of Transportation's Maintenance group to use a vactor truck to suction sewage and debris from this section of gravity sewer, quarterly, ensuring that sewage can flow by gravity to the downstream maintenance hole (MH).
The purpose of the project is to install a sanitary lift station along S. Terwilliger Blvd to bypass the failing sewer pipe described above. Sewage will enter a new wet well equipped with two submersible pumps. These pumps will lift the sewage 20 feet up and discharge it into a new shallow MH. From there, the sewage will flow by gravity through a new 450-foot shallow gravity line above the failing sewer line. The existing 450 feet of sewer line will be abandoned in place.
Financial and Budgetary Impacts
The current budget for the project is $4.8 million with $3 million budgeted for the construction contract. The engineer’s estimate of probable construction cost is $3 million, and the level of confidence is moderate. Funds are available in the Pump Station Improvement Program Shell, WBS element E11280 and will be allocated to the project budget as necessary after bids are received and reviewed. Funds will be paid out of the Sewer System Operating Fund FY 2024-25 Budget, WBS Element E11239.
This project will neither generate nor reduce current or future revenue. No new City positions will be created.

Community Impacts and Community Involvement
To address the section of gravity sewer pipe that is failing, the Bureau of Environmental Services is constructing a sewage lift station. The purpose of this lift station is to bypass this section of failing gravity sewer, and to provide long-term reliability of conveying wastewater in the collection system. The 450-foot section of sagging pipe built in 2017 will be abandoned in place. Some of the work will require a partial closure of S. Terwilliger within the project area.
The construction boundary is in the Right of Way, adjacent to two properties (12080 S Terwilliger Blvd and 1255 S Mary Failing Dr). Neighbors have been informed of the upcoming work. Through this outreach, we heard comments from two adjacent neighbors whom we have worked closely with to modify and make changes to the design to accommodate their needs/wants.
Data from the Riverdale School District shows 78.3% are White, 0.4% Black, 3.9% Asian or Asian/Pacific Islander, 7.1% Hispanic/Latino, and 0.4% American Indian or Alaska Native. The estimated value of the adjacent properties ranges from $850K to $1.5 million.
Environmental Services has conducted and will continue consistent outreach using flyers, in-person meetings, emails, and phone calls. The mailing list includes almost 1,100 residents within the project area (and the previous project area along Terwilliger). Electronic updates have been sent to the project email list on GovDelivery of over 1,700 emails, and posts to NextDoor.com to Collins View, Dunthorpe, and Riverdale areas (over 2k neighbors). Outreach efforts focus on preparing businesses, property owners, occupants, and commuters for construction. Public involvement staff will continue distributing notifications, updating the project webpage, providing construction updates, and addressing concerns.
Debbie Caselton, Environmental Services, Project Coordinator III, has been the contact for Community Outreach and Public Involvement throughout design and will remain the contact throughout construction. Debbie will also work with Environmental Services Public Information Officer for any traffic impact notices.
100% Renewable Goal
This project will increase the City’s total energy use by a negligible amount. The power consumption will be due to the operation of the 5HP pump.
This project will neither contribute to nor take away from the City’s goal of meeting 100 percent community-wide energy needs with renewable energy by 2050.
