*Authorize contract with the lowest responsible bidder for the E Burnside St and NE Couch St Infill Lighting Project
The City of Portland ordains.
Section 1. The Council finds:
- This PBOT project prioritizes investments for critical safety and maintenance improvements along E Burnside (between NE MLK Jr Blvd and SE 32nd Ave) and NE Couch (NE MLK Jr Blvd and NE 14th Ave).
- Through the planning process, we identified priority streetlight enhancement locations. These were vetted with the community.
- The project addresses deficiencies in illumination along E Burnside St and NE Couch St. by filling the lighting gaps between NE MLK Jr Blvd to SE 32nd Ave and MLK Jr Blvd to NE 14th Ave, respectively.
- Project design has been completed and PBOT will be proceeding with bidding the project for construction.
- The Bureau of Transportation has funds budgeted in FY 2024-25 for construction, inspection, and management of the project.
- The Bureau's level of confidence in the cost estimate for this project is moderate, the project scope is defined, plans and specifications are complete.
NOW, THEREFORE, the Council directs:
- Upon the Council's acceptance of the Chief Procurement Officer's report recommending the lowest responsible bidder, the Chief Procurement Office is authorized to negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney's office.
- The Mayor and the Auditor are hereby authorized to draw and deliver checks chargeable to T01300.C19 when demand is presented and approved by the proper authority.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the Bureau’s ability to perform the activities; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
