Authorize competitive solicitation and contract for construction of the Elk Rock Pump Station Improvements Project for an estimated cost of $5,500,000 (Project E11311)

The City of Portland ordains.

Section 1. The Council finds:

  1. The Bureau of Environmental Services (BES) needs to upgrade the Elk Rock Pump Station to meet current BES standards and to provide long-term reliability and resiliency of conveying municipal wastewater in the collection system.

     

  2. The estimated construction cost is $5,500,000. The level of confidence for the estimate is moderate. Funds are available in the Sewer System Operating Fund, within BES’s FY2024-25 budget in the Capital Improvement Plan, Project No. E11280.
     

NOW, THEREFORE, the Council directs:

  1. The Chief Procurement Officer is authorized to conduct a competitive solicitation process for the lowest responsive and responsible bidder in accordance with Chapter 5.34 of the Portland City Code.
  2. Upon the Council’s acceptance of the Chief Procurement Officer’s report recommending the lowest responsive and responsible bidder, the City Administrator or designee is authorized to negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney’s office.
  3. The Mayor and Auditor are hereby authorized to pay for the contract from the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.


An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

The Bureau of Environmental Services (BES) needs to upgrade the Elk Rock Pump Station. The station has been in service for over 40 years and has exceeded its designed and anticipated useful life. The Elk Rock Pump Station Improvements Project will bring the Pump Station into conformance with current BES standards and provide long-term reliability and resiliency for conveying municipal wastewater in the collection system.

The project will upgrade the existing Elk Rock Pump Station with new equipment, including pumps, electrical infrastructure, and a standby generator.  The existing generator building will be repurposed to house the electrical and controls equipment and will include a new restroom facility. The project will also add new features and equipment to the Pump Station, including a valve vault, a new standby generator enclosure, and a force main inspection and cleaning tool launch station.

Financial and Budgetary Impacts

The current budget for the project is $10.1 million with $5.5 million budgeted for the construction contract. The engineer’s estimate or probable construction cost is $5.5 million. Funds will be paid out of the Sewer System Operating Fund’s Budget within the BES’ FY2024-25 Capital Improvement Plan under the Pump Station Improvement Program E11280.

The Dunthrope-Riverdale Service District in Multnomah County relies on the pump station for its services. The District is responsible for funding its share of any necessary replacements, upgrades, or repairs. For the Elk Rock Pump Station, the District’s share is 78.3%.

This project will neither generate nor reduce current or future revenue. No new City positions will be created.

Community Impacts and Community Involvement

Environmental Services is upgrading the Elk Rock Pump Station to ensure that it can continue to serve the surrounding area for decades to come.  It is located at the end of S. Riverwood Road in an area of unincorporated Multnomah County and provides service to residents in parts of SW Portland and in Multnomah County’s Dunthorpe-Riverdale Service District. The Pump Station is located fully within the Multnomah County right-of-way on a small site that is constrained by existing roadway, private property, and the Willamette River. During periods of high wet weather flows it presents a notable risk of sanitary sewer overflow to the river. The proposed improvements will increase pumping and storage capacity to mitigate this risk.

The base zone of the site is Residential 20,000 (R20). Overlay zones that apply to the site include River General (g), River Environmental (e), and Constrained Sites (z).  No public comment was received as part of the land use review process.

BES staff have been in communication with both Multnomah County and residents of the Dunthorpe-Riverdale neighborhood about the project throughout design. Notification of neighbors has been completed. Mailers providing project updates were distributed by USPS mail to neighbors in February 2022, February 2023, and March of 2024.  Neighbors were also invited to meet with project staff on June 4th, 2024, to view renderings of the proposed improvements and discuss the project in more detail. In addition, the project website is active and no responses have been received.

Emily Volpert, Environmental Services, has been the contact for Community Outreach and Public Involvement throughout design and will remain the contact throughout construction.

This project will neither contribute to nor take away from the City’s goal of meeting 100 percent community-wide energy needs with renewable energy by 2050.

Resource for the project are included in BES’ FY 2024-25 Adopted Budget, funded with Sewer Operating Fund resources. No additional resources are appropriations are required as a result of this action.
