*Authorize contract with the lowest responsible bidder for the NW Thurman St Bridge Painting Over Macleay Park Project
The City of Portland ordains.
Section 1. The Council finds:
- On July 22, 2020, by Ordinance No. 189562, City Council authorized execution of an Intergovernmental Agreement (IGA) for design and construction management services for the NW Thurman St. Bridge Painting Over Macleay Park Project.
- The project consists of designing shelf-ready plans to paint and repair the trusses and bents on the NW Thurman Street Bridge No. 25B15 over Macleay Park in the City of Portland.
- Full funding of this project is allocated from the Statewide Transportation Improvement Program (STIP). The Grant No. associated with this Project is TR000309.
- The total Project cost is estimated at $4,885,290.
- The Project received NTP on September 10, 2024 from ODOT and PBOT is requesting permission to move forward with bidding the project for construction.
PBOT has allocated funds for FY 2024-25, and proposes construction, inspection, and management of the project in FY 2025-26.
- The Bureau's level of confidence in the cost estimate for this Project is high, the Project scope is defined, and plans and specifications are final.
NOW, THEREFORE, the Council directs:
- Upon the Council's acceptance of the Chief Procurement Officer's report recommending the lowest responsible bidder, the Chief Procurement Officer is authorized to negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney's office.
- The Mayor and Auditor are hereby authorized to make payment chargeable to T00871.C42 when demand is presented and approved by the proper authority.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the Bureau’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

- This project will benefit the community by providing Structural Upgrades to the NW Thurman St. Bridge including an upgraded coating of paint. This project will also install Street Lighting along the length of the bridge which will increase visibility of all modes of transportation traveling along the bridge.
- There has been extensive community involvement in both the planning and design phase of the project.

Financial and Budget Analysis
This action provides contract authorization to the lowest responsible bidder for the NW Thurman St Bridge Painting project. PBOT has federal grant and GTR funds allocated to the project within the FY 2024-25 Adopted Budget CIP, with resources and construction extending into the FY 2025-26 budget year. No additional appropriations are required as a result of this action.
