*Accept grant for $1,588,849 from Oregon Department of Transportation and authorize Intergovernmental Agreement for Portland Local Traffic Signal Controller Replacement Phase 2
The City of Portland ordains:
Section 1. The Council finds:
- On January 4, 2023, Portland City Council passed Ordinance 191121 authorizing Portland Bureau of Transportation (PBOT) to submit applications to Metro for Transportation System Management & Operations Program grants to fund five Intelligent Transportation System (ITS) projects for $8,200,000; and
- One of the five ITS project grant application submittals by PBOT to Metro was for Local Traffic Signal Controller Replacement Phase 2 in the amount of $1,588,849; and
- Metro has notified the City of Portland that it will award a grant for Local Traffic Signal Controller Replacement Phase 2 in the amount of $1,588,849; and
- The Local Traffic Signal Controller Replacement Phase 2 includes purchasing Advanced Transportation Controllers (ATCs, hardware and software) and converting the existing traffic signal timing at 239 traffic signals in collaboration with the City of Gresham; and
- The grant number is TR000372 and Federal Project key number is KN23584; and
- Local match in the amount of $116,385 will be provided by PBOT (accounted for in the Build Portland funds) and $65,466 by City of Gresham; and
- This project was selected as part of the Transportation System Management and Operations (TSMO) Program and may include a combination of federal, state, and local funds; and
- The Oregon Department of Transportation (ODOT) has determined that the City of Portland is eligible for state and federal funds for the work to be performed under the attached agreement (Exhibit A). The parties enter into the attached Agreement to exchange these funds, identify the Project that will be funded with the state and federal funds, and describe the method State will use to reimburse Agency for work performed on the Project using the state and federal funds, including establishing invoicing requirements and the proportional reimbursement rate; and
- Federal funds for this project total and are limited to $1,588,849.
NOW, THEREFORE, the Council directs:
- The Deputy City Administrator is hereby authorized to accept on behalf of the City of Portland a grant from ODOT for Local Traffic Signal Controller Replacement Phase 2 in the amount of $1,588,849.
- The Deputy City Administrator or Bureau Director is authorized to execute Agreement in the amount of $1,588,849 in a form similar to the contract attached as Exhibit A.
- The Deputy City Administrator or Bureau Director is authorized to execute contracts, grants, intergovernmental agreements, and amendments, approved as to be the City Attorney, to the scope of services or the terms and conditions of this Agreement, provided the changes do not increase the total project cost by twenty-five percent (25%) or greater.
- The OMF Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Deputy City Administrator’s behalf.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of Proposed Legislation and Background Information
- Accept a grant from ODOT in the amount of $1,588,849 to fund a Transportation System Management and Operations (TSMO) Project for Local Traffic Signal Controller Replacement Phase 2.
- The Local Traffic Signal Controller Replacement Phase 2 (KN23584/T01362) includes purchasing Advanced Transportation Controllers (ATCs, hardware and software) and converting the existing traffic signal timing at 239 traffic signals in collaboration with the City of Gresham. The location of the Project is shown on the sketch map attached hereto, marked “Exhibit A” of Exhibit A.
Financial and Budgetary Impacts
- The proposed project will cost $1,770,700 (low confidence estimate). The project will be funded through a TSMO grant from ODOT ($1,588,849) and a 10.27 percent local match from PBOT ($116,385), accounted for in the Build Portland funds as project number T01362, and City of Gresham ($65,466).
- Project T01362 is for the Local Traffic Signal Controller Replacement Phase 2. The grant number for this project will be TR000372.
- ODOT and PBOT agree to PBOT delivering Local Traffic Signal Controller Replacement Phase 2.
- Project costs were determined through engineers’ estimates in the application process, and PBOT received a TSMO grant covering 89.73 percent of the estimated project costs.
- The cost of the project has been accounted for in the Build Portland funding and PBOT’s FY 2024-25 CIP budget.
- There is no work outside of the scope of the project anticipated, and no additional funds requested.
Community Impacts and Community Involvement
- This action is administrative, and the execution of this contract is noncontroversial and will not have community impacts upon its execution.
- This project is a foundational investment in traffic signal controllers on our region's arterial street system, allowing the Cities of Portland and Gresham to address the region's equity, safety, climate, and congestion goals.

- This action is administrative, and the execution of this contract is noncontroversial and will not have impacts on the City’s total energy use or renewable energy use upon its execution.
Financial and Budget Analysis
This action accepts grants funds and authorizes an IGA with the Oregon Department of Transportation for Phase 2 of the Portland Local Traffic Signal Controller Replacement. Grant funds include $1.7 million and local match of $116,466, which is included in PBOT’s FY 2024-25 Adopted CIP. No additional appropriations are required as result of this action.
