*Authorize an Intergovernmental Agreement with the City of Gresham for the HOME Investment Partnership Program for $2,319,316
The City of Portland ordains:
Section 1. The Council finds:
- In accordance with Intergovernmental Agreement No. 30008886, a portion of the U.S. Housing and Urban Development HOME grant is attributable to Gresham's participation in the Consortium, and Gresham is entitled to plan for the expenditure of such funds.
- There is a total of $2,319,316.08 in HOME funds available to Gresham in the Portland Housing Bureau (PHB) budget, comprised of $516,576 in FY 2024-25 Gresham HOME funds, and $1,802,740.08 in carryover funds.
- The City of Gresham will implement a portion of the HOME Program in the amount of $2,296,070.08. The balance of Gresham’s HOME Program funding, $23,246, will be administered by the City of Portland.
- Funds for this agreement are available in the approved FY 2024-25 Budget for HOME funds.
NOW, THEREFORE, the Council directs:
- The PHB Director is hereby authorized to enter into an intergovernmental agreement with City of Gresham for the City of Gresham's HOME Investment Partnership Program in a form substantially in accordance with the agreement attached as Exhibit A.
- The PHB Director is hereby authorized to amend the IGA when applicable.
Section 2. The Council declares that an emergency exists because the program funds must be obligated within required timeframes; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of Proposed Legislation and Background Information
The Portland HOME Consortium, of which the City of Gresham is a member, is a recipient of funding under the U.S. Department of Housing and Urban Development HOME Investment Partnership Program.
In accordance with the HOME Consortium Agreement No. 30008886, a portion of the U.S. Housing and Urban Development HOME grant is attributable to Gresham's participation in the Consortium, and Gresham is entitled to plan for the expenditure of such funds.

Financial and Budgetary Impacts
The source of funding for this IGA is federal entitlement funds from the HUD HOME Program. Although this IGA does not generate nor reduce future revenue, it does allow Consortium partners to maximize HUD’s HOME entitlement dollars benefiting the City.
Community Impacts and Community Involvement
HOME funds are provided to the City of Gresham from an allocation of federal entitlement funding provided to the Portland HOME Consortium, which includes the City of Portland. The amount of the Gresham share of funds is determined by a pre-established formula based on the number of households in poverty. The activities and priorities established for these funds are developed by the Gresham City Council. The Portland Housing Bureau is acting as a pass-through agency to provide these funds to Gresham.
100% Renewable Goal
This action provides for the City of Gresham to receive HOME funds per the Portland HOME Consortium thus does not fall under the City’s goal of meeting 100 percent renewable energy.

The source of funding for this IGA is federal entitlement funds from the HUD HOME Program. This is budgeted in the Housing Bureau's HOME Grant Fund (219000)
