*Accept grant for $800,000 from U.S. Department of Transportation to implement the Reconnecting Albina Planning Project
The City of Portland ordains:
Section 1. The Council finds:
- The Reconnecting Communities Pilot Program provides an opportunity to obtain planning grant funds that PBOT and Albina Vision Trust (AVT) will use to support analysis, design, and conversation to identify supplemental regulatory plan amendments and agreements consistent with the Albina Vision Trust effort.
- On October 12, 2022, Portland City Council passed Ordinance 191029 authorizing an application to the Reconnecting Communities Pilot Program to fund planning to support long term stewardship of the Rose Quarter and Lower Albina neighborhood development associated with the proposed Interstate 5 highway cover in partnership with the Albina Vision Trust.
- Portland Bureau of Transportation applied to the U.S. Department of Transportation for a grant in the amount of $800,000 for the Reconnecting Albina Planning Project on 10/12/2022; and
- U.S. Department of Transportation has notified the City of Portland that it will award a grant for the Reconnecting Albina Planning Project to Bureau of Transportation in the amount of $800,000;
- The grant number is TR000379.
- Local match in the amount of $200,000 will be provided mostly via funds from Albina Vision Trust.
- In 2020 and 2021, Albina Vision Trust led a community-driven, black-centered planning process to identify and synthesize values, hopes and priorities for change in the area. That process resulted in the Albina Vision Community Investment Plan, and the findings and recommendations in the Community Investment Plan are both valuable inputs into the Reconnecting Albina Planning Project.
- Per the grant agreement (Exhibit A), City staff from Bureau of Planning and Sustainability, Prosper Portland and the Portland Bureau of Transportation will partner with Albina Vision Trust and use existing city policies and the Albina Vision Community Investment Plan as early inputs into the process to conduct a robust community conversation in the Lower Albina, Rose Quarter and Lloyd areas and bring a new set of recommendations to Council for adoption.
NOW, THEREFORE, the Council directs:
- The Mayor or Deputy City Administrator is hereby authorized to accept on behalf of the City of Portland a grant from the U.S. Department of Transportation for the Reconnecting Albina Planning Project in the amount of $800,000.
- The Mayor or Deputy City Administrator is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the total project cost by twenty-five percent (25%) or greater.
- The Mayor or Deputy City Administrator is authorized to execute contracts, grants, intergovernmental agreements, and amendments, approved as to by the City Attorney, to the scope of services or the terms and conditions of this Agreement, provided the changes do not increase the total project cost by twenty-five percent (25%) or greater.
- The OMF Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Mayor or Deputy City Administrator's behalf.
- In recognition of the importance of this partnership, a charter of roles and responsibilities and communication protocols shall be developed to remain operational under the new city structure with future defined roles for the city administrative leadership to ensure the success of this project and future community and economic development outcomes in the area.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

This action authorizes acceptance of grant funds totaling $800,000 from USDOT for implementation of the Reconnecting Albina Planning Project. This grant requires $200,000 local match which will be funding with $125,000 from the Albina Vision Trust and $75,000 from General Transportation Revenue. No additional appropriations are required as a result of this action.
