Authorize competitive solicitation and contract with lowest responsible bidder for construction of the Conduit 3 Ovality Repair Project and the Venturi Removal Project at an estimated cost of $3,800,000

The City of Portland ordains:

Section 1.  The Council finds:

  1. Three large-diameter conduits (Conduits 2, 3, and 4) carry water from the Bull Run Watershed to Portland. 
     
  2. A segment of Conduit 3 was found to be significantly out of round during a condition assessment indicating a higher risk of failure. This segment of conduit needs to be replaced.  
     
  3. Venturi meters are located in Conduit 2, Conduit 3 and Conduit 4. The Venturi meters have been replaced with more modern meters and are no longer needed. The Venturi meters limit flow through the conduits and removal will allow operation at full capacity. 
     
  4. These projects are recommended by the Conduit Least Hazardous Route Project Validation Report (2021) and Raw Water System Hydraulic Analysis (2021), both prepared by City of Portland Water Bureau staff.
     
  5. The Conduit 3 Ovality Repair Project and the Venturi Removal Project will replace damaged segments of pipe, remove flow restrictions, add cathodic protection to the area, backfill the area, and provide surface restoration to the project sites. 
     
  6. The Conduit 3 Ovality Repair Project and the Venturi Removal Project will be combined and solicited as one procurement with one resulting contract for both Projects.
     
  7. The engineer’s estimate for the construction of the Conduit 3 Ovality Repair Project is $2,300,000, and the engineer’s estimate for the construction of the Venturi Removal Project is $1,500,000, for a total estimated contract budget of $3,800,000. Funding for the projects is available in the FY 2023–24 Budget and has been requested in the FY 2024–25 Budget. Funds will also be requested in the FY 2025-26 and FY 2026-27 Budgets.

NOW, THEREFORE, the Council directs:

  1. The Chief Procurement Officer is authorized to conduct a competitive solicitation for the lowest responsive and responsible bidder for the construction of the Conduit 3 Ovality Repair and Venturi Removal Projects in accordance with Chapter 5.34 of the Portland City Code.  
  2. Upon the Council’s acceptance of the Chief Procurement Officer’s Report to Council recommending the lowest responsive and responsible bidder, the Chief Procurement Officer is authorized to execute a contract, provided the contract has been approved as to form by the City Attorney’s office.
  3. The Mayor and Auditor are hereby authorized to draw and deliver checks chargeable to the Water Fund when demand is presented and approved by the proper authorities.


An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of proposed legislation and background information

The Conduit 3 Ovality Repair Project will replace approximately 200 feet of damaged 58-inch-diameter potable water pipe in the Bull Run Watershed. The Conduit 3 Ovality Repair Project is recommended by the Conduit Least Hazardous Route Project Validation Report (April 2021).   

The Venturi Removal Project will replace three Venturi meters on Conduits 2, 3, and 4, located within the Bull Run Watershed, with full-diameter piping to improve operation of the Bull Run conduits. The improvement will allow the Bull Run conduits to provide additional energy and flow for operation of the Bull Run supply system. The Venturi Removal Project is recommended by the Raw Water System Hydraulic Analysis (2021) as prepared by Portland Water Bureau staff. 

The Conduit 3 Ovality Repair Project and the Venturi Removal Project will be combined into one solicitation that will result in one contract. It is anticipated that the projects will be constructed between 2025 and 2027.

Financial and budgetary impacts

The design for each project is approximately 90 percent complete. This construction contract will cost approximately $3,800,000 over two years. The Conduit 3 Ovality Repair Project is estimated to cost $2,300,000, and the Venturi Removal Project is estimated to cost $1,500,000. Funding for the projects is available in the fiscal year (FY) 2023–24 Budget and in the FY 2024–25 requested Budget. Funds will also be requested in the FY 2025-26 and FY 2026-27 Budgets.

The proposed action will not result in a change in the forecasted water rates. The total estimated cost for the two projects (W02718 and W02854) is $5,910,000. The current confidence level for each of the projects is moderate. 

Community impacts and community involvement

The construction work will take place in the Bull Run Watershed and will not impact the public. There will be no water delivery or traffic impacts for the general public.

Updates to these projects have been posted on the Quarterly Update Project Matrix, which is available to the public through the Portland Water Bureau website.

100% renewable goal

The proposed action will lower the City’s total energy use by reducing the energy required to operate the Bull Run supply system by reducing friction in the pipelines. The proposed action will have no impact on the City’s renewable energy use.

Financial and budget analysis

The design stage for the project is 90% and the bureau estimates that the two projects authorized in the ordinance will cost $3.8 million ($2.3 for Conduit 3 Ovality Repair and $1.5 for Venturi Removal Project). The overall cost estimates for the project have moderate confidence. The bureau has enough resources to support the project as projected.
