Emergency Ordinance

*Authorize grant agreements with four nonprofit District Coalitions to support neighborhood associations, the Neighborhood Small Grant Program, and eligible community groups supported through City-run offices

The City of Portland ordains: 

Section 1. The Council finds:

  1. In FY 2024-25, Neighborhood Outreach & Support Program adopted a new four (4) nonprofit District Coalitions model from a combination of seven (7) city-run and nonprofit-run model to aligned with the new City of Portland’s Council Districts as a result of the voter approved Charter Reform which includes changes to our election system and form of government.

  2. There has never been a competitive or open bidding process for these contracts since the inception of the Neighborhood Outreach & Support program in 1974. These nonprofit District Coalitions have been the sole recipients from this program since 1974, the past 50 years.

  3. These grant agreements provide financial support and staff resources from the City of Portland, Office of Community & Civic Life to the four (4) recognized District Coalitions per City Code Chapter 3.96 to provide such services by which the people of the City of Portland may effectively engage, participate in civic affairs and work to improve the livability and character of their Neighborhoods and the City.

  4. A total of $1,959,999 in both General Fund on-going and one-time in the Office of Community & Civic Life’s FY 2024-25 approved budget are allocated to support the four (4) District Coalitions as part of the Neighborhood Outreach & Support Program.


NOW, THEREFORE, the Council directs:

  1. The Director of the Office of Community & Civic Life is authorized to execute grant agreements in a form similar to Exhibit A, provided such agreements have been approved as to form by the City Attorney, with the four (4) District Coalitions, in accordance with the table listing below.

  2. Amendments and renewals to the grant agreements may be agreed to and executed by the Director of the Office of Community & Civic Life or their designee, including but not limited to scope of work and budget for FY 2024-25, and for FY 2025-26 provided Civic Life’s 2025-26 budget has been approved by City Council, provided such amendments and renewals have been approved as to form by the City Attorney.  
  3. These grant agreements shall comply with City Code Chapter 3.96 Office of Community & Civic Life and with the Standards for Neighborhood Associations, District Coalitions, Business District Associations, and the Office of Neighborhood Involvement.
  4. The Mayor and Auditor are hereby authorized to pay the grant funds from the General Fund.
  5. The competitive solicitation requirements in City Policy FIN-2.04 are waived as applied to the grant agreements authorized by this ordinance.

Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City's ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council. 


An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Purpose of Proposed Legislation and Background Information

These grant agreements provide financial support and staff resources from the City of Portland Office of Community & Civic Life to four (4) recognized District Coalitions per City Code 3.96 to provide such services by which the people of the City of Portland may effectively engage, participate in civic affairs and work to improve the livability and character of their Neighborhoods and the City.

Financial and Budgetary Impacts

The requested amount is in General Fund dollars; and is allocated in the Office of Community & Civic Life's FY 2024-25 approved budget for distribution of these grants as part of the Neighborhood Outreach & Support Program.

The total amount of the grant agreements is $1,959,999. Civic Life’s FY 2024-25 Adopted Budget allocates sufficient funding for this purpose.
