*Authorize contract with lowest responsible bidder for the NE Halsey St Bike/Ped/Transit Improvements Project

The City of Portland ordains:

Section 1. The Council finds:

  1. In February 2019, City Council executed an Intergovernmental Agreement (IGA) with ODOT for the NE Halsey Street Bike/Ped/Transit Improvements project for federal funds in the amount of $2,400,000 via Ordinance No. 189401.

     

  2. The Portland Bureau of Transportation over matched the grant with an additional $2,580,000 from the Transportation System Development Charge fund and $180,000 from General Transportation Revenue. 

     

  3. In March of 2023, the NE Halsey Street Bike/Ped/Transit Improvements Project received $1,000,000 of Congressionally Directed Spending from the Federal Highway Administration and $1,900,000 of Highway Improvement Program funds from Metro. In November of 2023, the Project received an additional $412,118 from the Oregon Department of Transportation Bridge Program. 

     

  4. The total project cost is $8,472,118.

     

  5. Project is at final design and PBOT will be proceeding with bidding the project for construction.

     

  6. The Bureau of Transportation has funds budgeted in FY 2024/2025 and proposed FY 2025/2026 for construction, inspection and management of the project. 

       

  7. The Bureau's level of confidence in the cost estimate for this project is high, the project scope is defined and plans and specifications are final.  

NOW, THEREFORE, the Council directs:

  1. Upon the Council's acceptance of the Chief Procurement Officer's report recommending the lowest responsible bidder, the Chief Procurement Office is authorized to negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney's office. 
  2. The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to T00946.C42 when demand is presented and approved by the proper authority.

Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the Bureau’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.


An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

This action authorizes bidding for the NE Halsey bike, pedestrian, and transit improvement project. Total cost for design and construction is estimated at $8.4 million, which is included in PBOT's FY 2024-25 Adopted CIP. No additional fund is required as a result of this action.
