*Amend Intergovernmental Agreement with the Oregon Department of Transportation for the NE Halsey St Bike/Ped/Transit Improvements Project (amend Contract 30006830)
The City of Portland ordains:
Section 1. The Council finds:
- In 2017, the Portland Bureau of Transportation applied to Metro as part of the 2019-21 Regional Flexible Funds program for a federal grant in the amount $2,400,000 for design engineering and construction of the NE Halsey Street Bike/Ped/Transit Improvements Project; and
- In February 2019, through Ordinance 189401, the council approved the acceptance of a grant from the Oregon Department of Transportation to the Portland Bureau of Transportation for the design and construction of the NE Halsey Street Bike/Ped/Transit Improvements Project in the amount of $2,400,000.
- The Portland Bureau of Transportation over matched the grant with an additional $2,580,000 from the Transportation System Development Charge fund and $180,000 from General Transportation Revenue. The original total project cost was $5,160,000.
- In March of 2023, the NE Halsey Street Bike/Ped/Transit Improvements Project received $1,000,000 of Congressionally Directed Spending from the Federal Highway Administration and $1,900,000 of Highway Improvement Program funds from Metro. In November of 2023, the Project received an additional $412,118 from the Oregon Department of Transportation Bridge Program. The new total project cost is $8,472,118.
NOW, THEREFORE, the Council directs:
- The City Administrator or designee is hereby authorized to execute an Amendment to the Intergovernmental Agreement (contract 30006830) in a form substantially similar to Exhibit A.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
