Emergency Ordinance

*Authorize grant agreements with five nonprofit organizations through the Diversity and Civic Leadership Program to support civic engagement services for under-engaged communities

The City of Portland ordains: 

Section 1. The Council finds:

  1. These grant agreements provide financial and limited staff assistance resources from the City of Portland Office of Community & Civic Life to five organizations for the purpose of supporting civic engagement services for under-engaged communities, such as immigrants and refugees, through the Diversity and Civic Leadership (DCL) program.

  2. The goal of these grant agreements is to enhance civic engagement among under-engaged communities, such as immigrant and refugee communities, to improve community livability, public health and public safety, organizational capacity and self-empowerment at the community level. The five DCL organizations are critical partners working with Civic Life to implement concrete action steps organized around three interdependent goals:

    1. Increase community building and civic engagement opportunities for under-engaged communities such as immigrant and refugee communities working toward equitable outcomes for all Portlanders.
    2. Support communities in pursuing forms of governance that reflect their lived experience, values, and aspirations. Design cohort-based models for civic engagement in collaboration with bureaus to address city livability issues.
    3. Build connections across community and advocacy groups. Promote inclusive education, art, and play.

  3. The outcome of DCL projects results in new community leaders having an expanded understanding of the City's governance structure, improved communications and expanded public involvement opportunities with City bureaus, and new partnerships between under-engaged community organizations, immigrant and refugee organizations, neighborhood district coalitions, and other community-based groups.

  4. A total of $771,000 in General Fund dollars is allocated in the Office of Community & Civic Life FY 2024-25 requested budget for distributing these grants as part of the Diversity and Civic Leadership Program. This total consists of $371,000 in on-going and $400,000 in one-time funding to maintain the previous FY 2023-24 allocation to these grantees and includes additional cost of living adjustments.

NOW, THEREFORE, the Council directs:

  1. The Director of the Office of Community & Civic Life is authorized to execute Grant Agreements in a form similar to Exhibit A, provided such agreements have been approved as to form by the City Attorney, with the five nonprofit Diversity Civic Leadership organizations in the amounts listed below for FY 2024-25:

    Unite Oregon (Center for Intercultural Organizing): $154,200
    Latino Network: $154,200
    The Immigrant and Refugee Community Organization (IRCO): $154,200
    Native American Youth and Family Center (NAYA): $154,200
    The Urban League of Portland, Inc.: $154,200
    TOTAL: $771,000
  2. The Mayor and Auditor are hereby authorized to pay the grant funds from the General Fund.
  3. Amendments and renewals to the grant agreements may be agreed to and executed by the Director of the Office of Community & Civic Life or their designee, including but not limited to scope of work and budget for FY 2024-25, and for FY 2025-26 provided Civic Life’s FY 2025-26 budget has been approved by City Council, provided such amendments and renewals have been approved as to form by the City Attorney .
  4. The competitive solicitation requirements in City Policy FIN-2.04 are waived as applied to the grant agreements authorized by this ordinance.

Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.


An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Purpose of Proposed Legislation and Background Information

This grant agreement provides financial and limited staff assistance resources from the City of Portland Office of Community & Civic Life to five organizations for the purpose of supporting civic engagement services for under-engaged communities, such as immigrants and refugees, through the Diversity and Civic Leadership (DCL) program.

Financial and Budgetary Impacts

A total of $771,000 in General Fund dollars is appropriated in the Office of Community & Civic Life FY 2024-25 Adopted Budget for distributing these grants as part of the Diversity and Civic Leadership Program.

These are grant agreements to the organizations on behalf of the City to the five nonprofit Diversity Civic Leadership organizations as Exhibit A applies to all grants A(1) through A(5) in the amounts below for FY2024-25.

The total amount of the grant agreements is $771,000. Civic Life’s FY 2024-25 Adopted Budget allocates sufficient funding for this purpose.

Community Impacts and Community Involvement

DCL leaders, alumni, and partnering organizations have, and continue to, shape more equitable, just, and healthy outcomes for all Portlanders. By partnering with communities through community-based organizations and community-directed programming, the DCL program's community impact includes:

  • Community-led civic engagement infrastructure designed by and for under-engaged communities such as, immigrant, and refugee communities.
  • Culturally specific and in-language curriculum that develops community leadership and advances an awareness of social and racial justice issues, government processes, organizing, and advocacy strategies.
  • Increased engagement by under-engaged communities, immigrant, and refugee community members in City, County, State, and Federal issues. Leadership by these communities in the setting of policy priorities and working with elected officials, bureaus, and agencies to advance those priorities.
  • Ongoing restructuring of this program will result in more partnerships and stronger representation among underrepresented communities and constituencies.

While we value long-term investments in an effective set of community partners, we also recognize that after 13 years of successful programming, the DCL program needs to be assessed. As such, we plan to reimagine, redesign, and reach out to a broader set of partners to envision and implement a program that meets the civic engagement needs in this changing environment. This change has been initiated by the reduction of program’s on-going funding in previous years and further supported by City Council through their decision to eliminate 1.0 FTE designated to the DCL program in FY 2024-25.
