*Accept and appropriate grant in the amount of $210,000 from State of Oregon Department of Land Conservation and Development for the Inner Eastside Infrastructure Assessment
The City of Portland ordains:
Section 1. The Council finds:
- DLCD has notified the City of Portland that it has been awarded a 2023-25 Housing Planning Assistance grant award in the amount of $210,000.
- The Portland City Council shares DLCDs goals for smart planning that readies land for development, removes barriers to private investment and improves the livability of the region.
- This grant will support the policy and goals of the Comprehensive Plan, specifically those related to housing, infrastructure and coordinated functions of government.
- Bureau of Planning and Sustainability (BPS) and other City bureaus will utilize this grant to support existing positions in FY 2023-24 to manage this grant project.
NOW, THEREFORE, the Council directs:
- The Director of the Bureau of Planning and Sustainability (Director) is hereby authorized to accept on behalf of the City of Portland a grant from DLCD in the amount of $210,000 for the Inner Eastside Infrastructure Assessment and to execute a Grant Agreement substantially similar to Exhibit A.
The FY2023-24 budget is hereby amended as follows. BPS will incorporate $210,000 in grant revenue into the Comprehensive Plan functional area program budget. Unspent funds will carry over to the subsequent year budget. The scheduled end date for the grant is May 31, 2025.

Bureau Program Expenses - $210,000
- BPS and the Office of Management & Finance Grants Division are authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required grant documents on the Director’s behalf.
- The BPS Director is authorized to execute amendments to the Agreement, provided such modifications do not increase the City’s financial obligation or risk. Any modifications that increase the City’s financial obligation or risk must be authorized by the City Council.
Section 2. The Council declares that an emergency exists because a delay would jeopardize the City’s ability to timely perform its obligations under the grant agreement; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of Proposed Legislation and Background Information
The purpose of this legislation is to accept and appropriate a $210,000 grant from the State of Oregon to conduct an infrastructure assessment of the Inner Eastside.Portland’s Inner Eastside consists of high opportunity neighborhoods close to the Central City. This study will provide information on available infrastructure capacity and potential constraints for future planning to encourage housing production, expand housing options, choices, and affordability.
The Bureau of Planning and Sustainability (BPS) is exploring increasing mixed-use and multi-dwelling development capacity in Portland’s closer-in Inner Eastside.Prior to initiating a land use planning process to consider zoning map changes to increase residential development capacity, BPS will evaluate existing infrastructure capacity and identify infrastructure constraints that will inform the land use planning process.
Consistent with the City’s Comprehensive Plan policies that direct growth to compact neighborhoods that are accessible to jobs, transit and amenities, this planning process addresses the housing crisis by expanding the range of housing types and affordability levels in these well-served areas.
This effort also addresses fundamental questions of equitable access to opportunity. Encouraging housing production and expanding housing choices to diverse income levels in centers and corridors in Inner Eastside neighborhoods has been repeatedly asked for by community stakeholders as part of the City’s recently completed Housing Needs Analysis (HNA) and is one of BPS’s strategic short-term goals.
Financial and Budgetary Impacts
- DLCD has awarded a $210,000 grant to the City for this project, which will be incorporated into the BPS FY2023/2024 budget under grant number PN000118.
- This legislation will not create new City staff positions and will support existing positions in BPS and other City infrastructure bureaus as well as consultants to undertake the work. This grant has no match requirement.
Community Impacts and Community Involvement
- The results of this grant work will help inform future planning efforts and infrastructure improvements in the Inner Eastside.
- This project is an early technical analysis to inform a future community discussion about housing development in the inner eastside, which is an area of high opportunity well served by jobs, transportation, schools, parks, and various other amenities and services. The results will be shared with the infrastructure bureaus, interested community groups and property owners.
- The Portland Comprehensive Plan provides policy guidance to expand opportunities for Portlanders to live in complete communities offering a mix of desirable services and opportunities. This grant work specifically aligns with Policy 5-23, which directs the development of higher-density housing in and around centers to take advantage of the access to active transportation, jobs, open spaces, schools, and various services and amenities. The project area of focus is an area of high opportunity and includes several designated centers and corridors, yet recent opportunities for new housing development has been limited to narrow corridors.
This project is consistent with the Bureau of Planning and Sustainability 2021-2024 Strategic Plan, which directs the City to grow the supply of housing and develop more, varied and climate-friendly housing types in connected centers and neighborhoods, especially multi-family/multigenerational housing in inner Portland.
