*Authorize Intergovernmental Agreement with Multnomah County for road and drainage facility maintenance in certain unincorporated areas of Multnomah County west of the Willamette River
The City of Portland ordains:
Section 1. The Council finds:
- The Portland Bureau of Transportation agrees to provide road and drainage facility maintenance to certain areas of unincorporated Multnomah County that are west of the Willamette River beginning 7/1/2024; and
- Multnomah County authorizes up to $100,000 to reimburse the City of Portland’s performance of work through fiscal years 2024-2030; and
- The City of Portland and Multnomah County find that a rational and efficient method for delivery of road and drainage facility maintenance to certain Westside unincorporated areas is in the best interests of their residents and the respective public assets; and
- ORS 190.010 and 190.030 provide for intergovernmental agreements between units of local government, including the City and the County, to allow the performance of functions or activities by one unit of local government for another.
NOW, THEREFORE, the Council directs:
- The Commissioner-in-Charge or Maintenance Operations Group Director from the Portland Bureau of Transportation is hereby authorized to execute an Intergovernmental Agreement with Multnomah County in a form similar to the attached Exhibit A.
- The Commissioner-in-Charge or Maintenance Operations Group Director is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the City’s financial risk.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to seek reimbursement authorized by the Intergovernmental Agreement; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of Proposed Legislation and Background Information
- Pursuant to the authority granted in Chapter 190 of Oregon Revised Statutes, authorize an Intergovernmental Agreement with Multnomah County to reimburse the City of Portland for the purposes of efficiently providing road and drainage facility maintenance to certain areas of unincorporated Multnomah County that are west of the Willamette River.
- Under the agreement, Multnomah County will reimburse the City of Portland for pothole repairs, road striping, and traffic signal maintenance and operations, as well as emergency responses. The base road mileage in the Westside Contract Maintenance Service Area is 14.1 miles.
