*Accept a grant for $603,000 from Prosper Portland and authorize Intergovernmental Agreement for extension of NE 100th Ave between NE Pacific St and NE Oregon St in the Gateway Tax Increment Finance District
The City of Portland ordains:
Section 1. The Council finds:
- Prosper Portland agreed to provide the Portland Bureau of Transportation (PBOT) $603,000 for the construction of a new street on NE 100th Avenue (Pacific to Oregon Streets) to accommodate additional transportation demand created by development in the Gateway Tax Increment Finance District.
- The ordinance will provide funding for critical infrastructure improvements within the Gateway Transit Center area of the Gateway Tax Increment Finance District and advance redevelopment of a vacant superblock property into an innovative project called Modomi Gateway providing at least 216 units of middle-income housing.
- The project number for this is T01296. The grant number is TR000376.
- The Gateway Tax Increment Finance District was created in 2001 with the vision of Gateway as an urban, mixed-use environment in East Portland with employment and commercial activity that contribute to the region’s economy and livability.
- The site is subject to PBOT’s Gateway Master Street Plan, which calls for new local streets on “superblocks” that lack an urban street grid. City Council approved the Gateway Master Street Plan in 2009 to provide connectivity in a part of the city lacking a consistent street network or grid.
- The Gateway Action Plan, accepted by City Council in 2016, focuses Prosper Portland’s Tax Increment Finance resources and calls for partner City bureaus to rise to the challenges that have prevented Gateway from realizing the level of success that other areas in the Portland region have achieved. The Action Plan prioritized leveraging Systems Development Charges to implement transportation infrastructure improvements in Gateway.
NOW, THEREFORE, the Council directs:
- The Commissioner-in-Charge is hereby authorized to accept on behalf of the City of Portland a grant from Prosper Portland for the NE 100th Street extension in the amount of $603,000.
- The Commissioner-in-Charge to execute an Intergovernmental Agreement in the amount of $603,000 in a form similar to the contract attached as Exhibit A.
- The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the total project cost by twenty percent (20%) or greater.
- The OMF Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Commissioner-in-Charge’s behalf.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

- The mixed-use mixed-income redevelopment project, called Modomi Gateway, will provide at least 216 units of middle-income housing. The western side of the superblock may be used as the future site of an elementary school by David Douglas School District.

Community Impacts and Community Involvement
- Prosper Portland staff has engaged Gateway’s business and community groups for feedback on plans to improve infrastructure and advance redevelopment of this key site in the Gateway Transit Station area. Members from the community broadly support this infrastructure investment and middle-income housing.
- The Modomi Gateway project will bring much needed middle-income housing to the Gateway area within proximity to the Gateway Transit Center and direct access to some of the region’s job centers.
