*Accept a grant for $3,800,000 from the Oregon Department of Emergency Management for the FY2023 U.S. Department of Homeland Security Urban Areas Security Initiative
The City of Portland ordains:
Section 1. The Council finds:
- The U.S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) UASI program provides funding to designated Urban Areas like Portland that are high-threat, high-density areas in an effort to build, sustain, and deliver capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism.
- The Regional Disaster Preparedness Organization (RDPO), as part of the Bureau of Emergency Management (PBEM), submitted an application for the FY 2023-24 Urban Areas Security Initiative Program (UASI) to the State of Oregon Department of Emergency Management (ODEM) on August 1, 2023.
- ODEM notified the City it will award a grant for the FY 2023-24 UASI program to enhance regional preparedness and capabilities in designated high-threat, high density areas to PBEM RDPO in the amount of $3,800,000.
- The grant period is October 1, 2023, through June 30, 2026.
- There is no match requirement.
- The City, in cooperation with RDPO partners (Multnomah, Clackamas, Washington, and Columbia counties of Oregon; Clark county of Washington; TriMet; Port of Portland; and Metro) is the fiscal agent for the ODEM subgrant.
- Separate Intergovernmental Agreements will be executed with the RDPO partners to obligate agency roles and responsibilities.
- The PBEM RDPO may purchase assets (valued at $5,000 or higher) or groups of assets funded by this grant on behalf of the regional partners for the purpose of distributing the assets to the partners.
NOW, THEREFORE, the Council directs:
- The Mayor is hereby authorized to accept and execute the grant agreement attached as Exhibit A on behalf of the City for the FY 2023 UASI Program in the amount of $3,800,000.
- The Office of Management and Finance (OMF) Grants Management Division (GMD) is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Mayor’s behalf.
- The Director of PBEM or the RDPO Managing Director are authorized to accept on behalf of the City any subsequent modifications by ODEM for the FY 2023 UASI grant, 23-170, provided such modifications do not increase the City’s financial obligation or risk. Any modifications that increase the City’s financial obligation or risk must be authorized by Portland City Council.
- The Director of PBEM and the RDPO Managing Director are each independently authorized to execute related subrecipient grant agreements, including intergovernmental agreements, and associated amendments.
- The Director of PBEM and the RDPO Managing Director or their designee(s), are each independently authorized to transfer ownership of assets purchased under this grant to regional partners in accordance with grant terms and conditions.
Section 2. The Council declares that an emergency exists to meet grant deadlines at the end of 2025 and any delay in the acceptance will result in delays in encumbering funds; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of Proposed Legislation and Background Information
- This legislation authorizes the City to accept the FY 2023 Urban Area Security Initiative Program (UASI) grant award from the U.S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) through the State of Oregon Department of Emergency Management (ODEM).
- Awarded funds will be used to help strengthen the Portland Metropolitan Area (PMA) capabilities in preparing for, mitigating, and responding to emergencies and disasters.
- The PMA core jurisdictions that guide the goals, objectives, and work plan for implementation of the UASI awards include the City, Multnomah, Clackamas, Washington and Columbia Counties of Oregon; Clark County of Washington; and the Port of Portland; TriMet; and Metro.
- The FY 2023 UASI award will fund projects designed and executed through the Regional Disaster Preparedness Organization (RDPO), of which the City is a core member since 2003.
- There are no changes to City policies.
Financial and Budgetary Impacts
- This legislation does not amend the current fiscal year budget. Appropriations for FY25 and future fiscal years will be through the budget amendment process.
- The State of Oregon Department of Emergency Management will reimburse the City 100% for eligible and allowable grant expenses. There is no match requirement.
- Consistent with previous UASI awards, approximately 7.00 FTE limited term grant-funded employees will be retained by PBEM. They will carry out grant-supported project activities including procurements, trainings, community events, and grant compliance and reporting.
- There are no demographic impacts.
- The executed grant agreement will result in new subrecipient agreements, i.e., subgrants, between the City and RDPO partners.
Community Impacts and Community Involvement
- Different communities of people (age-specific, cultural, physical ability, ethnic, racial, religious, language, low-income, under-served populations, etc.) This legislation willenhance the planning, organizing, equipping, training, and exercising of emergency responders in the City of Portland, Multnomah, Clackamas, Washington and Columbia Counties of Oregon, Clark County of Washington and the special jurisdictions of the Port of Portland, TriMet and Metro; as a result, these jurisdictions will be better able to respond to the needs of their residents (inclusive of all groups with a focus on people with access and functional needs in an emergency) in the event of a disaster, emergency or crisis. The RDPO Policy Committee has adopted an Equity Resolution to advance the organization’s equity focus and actions.

This legislation supports efforts to build disaster response capabilities across the City of Portland and the Portland Urban Area as a whole. The RDPO, the organization that administers the UASI program and implements the award, has as one of its strategic objectives, advancing equity in the five-county region, including the City of Portland. The RDPO also supports projects that build community resilience to disasters at the neighborhood level.

The City of Portland, in conjunction with its regional partners (Multnomah, Clackamas, Washington and Columbia Counties of Oregon, Clark County of Washington and the special jurisdictions of the Port of Portland, TriMet and Metro), applied for and has been awarded financial assistance to address the unique planning, organizing, equipment, training, and exercise needs of the Portland Urban Area. The RDPO’s Urban Area Work Group, as represented by its Steering Committee of executives from all partner jurisdictions, has approved a plan for how to invest the funds. There are no known concerns.
