Emergency Ordinance

*Approve Intergovernmental Agreement between Portland State University, Center for Improvement of Child and Family Services, Child Welfare Partnership Training Unit and the Portland Children’s Levy through June 30, 2027

The City of Portland ordains:

Section 1. The Council finds:

  1. In May 2018 voters approved a third renewal of the local property tax levy to continue supporting the Portland Children’s Levy to invest in proven programs in the areas of early childhood, child abuse prevention and intervention, foster care, after-school, mentoring and hunger relief from July 2019 through June 2024.
  2. On May 16, 2023 voters approved a fourth renewal from July 2024 through June 2029.
  3. Resolutions 37343 and 37610 referring renewals of the Portland Children’s Levy to City voters authorize PCL to allocate funding for quality improvement supports, training and technical assistance for funded programs. 
  4. At their September 16, 2019 meeting, the Levy Allocation Committee allocated up to $1 million of Levy proceeds to support training and technical assistance for funded programs.

NOW, THEREFORE, the Council directs:

  1. The bureau director is hereby authorized to enter into an agreement with Portland State University in a form similar to the agreement attached as Exhibit A.

Section 2. The Council declares that an emergency exists because a delay in approving the attached agreement would jeopardize the ability of the City to fund these vital programs in a timely manner; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.


An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

The purpose is to approve an intergovernmental agreement with Portland State University (PSU) to coordinate and provide training to staff of grantee partner organizations funded by Portland Children’s Levy (PCL).  Resolutions 37343 and 37610 referring PCL renewals to the voters authorize PCL to allocate funding for quality improvement supports, training and technical assistance for funded programs.  At their September 16, 2019 meeting, the Levy Allocation Committee allocated up to $1 million of Levy proceeds to support training and technical assistance grantee partner organizations.  PCL provided minimal training opportunities to grantee partners during the pandemic when organizations focused on responding to the state of emergency, pivoting to virtual services, and in the pandemic aftermath as organizations have coped with a very challenging hiring and staff retention climate in the non-profit sector. 

In April 2023, PCL worked with city procurement to issue an intermediate RFP for training coordination and provision.  No proposals were submitted in response to the RFP.  PCL approached PSU’s Center for Improvement of Child and Family Services, Child Welfare Partnership Training Unit to provide the services through an intergovernmental agreement as described in draft agreement attached as Exhibit A to the proposed ordinance. The maximum cost of the services is $610,924 over the contract term (date of agreement execution through June 30, 2027. 

Training coordination and provision services include surveying grantees annually on training needs, creating and maintaining a registration system, identifying and contracting with trainers, managing training logistics, onsite coordination/observation of in-person/virtual trainings and evaluating participant satisfaction with training.

Financial and Budgetary Impacts

There are no costs to the City general fund.  Children’s Levy revenues are generated by a local option property tax levy and the levy proceeds will fund the intergovernmental agreement.  The current levy runs from June 2019 through June 2024. The Levy was renewed on May 16, 2023, and the renewed Levy will run from July 2024 through June 2029.

Community Impacts and Community Involvement

Community impacts

PCL funds 86 programs at 50 organizations providing early childhood, child abuse prevention/intervention, afterschool, mentoring, and hunger relief programs, and programming to support children in foster care.  The proposed training will be provided to staff in PCL funded programs to improve the quality and responsiveness of program services, and foster connection between youth/family serving agencies participating in training together.   

Community involvement

PCL has received consistent community feedback on the need for well-trained staff serving children and families, and requests from grantee partners to make training available to them, particularly around cultural responsiveness, racial equity and trauma-informed care. The proposed agreement will address these needs.

100% Renewable Goal

This action does not contribute to the City’s goal of meeting 100 percent of community-wide energy needs with renewable energy by 2050.
