*Accept grant from Oregon Department of Emergency Management, Emergency Management Performance Grant Program to administer an integrated all-hazard emergency management program for $208,185

The City of Portland ordains:

Section 1. The Council finds:

  1. The Oregon Department of Emergency Management’s (ODEM) EMPG Program provides financial and technical assistance through their Fiscal Year 23 grant for the development of an all-hazard emergency management capability to promote planning, response, exercise, training, and community outreach.
  2. The City’s application, authorized by Ordinance 191373, was submitted on July 19, 2023.
  3. ODEM has notified the City that it will award a grant to the City in the amount of $208,185.
  4. Funds will support salaries and benefits for personnel in established bureau programs.
  5. The grant period is July 1, 2023, through June 30, 2024.
  6. Local match in the amount of $208,185 will be provided in the form of salary and benefits in the FY23-24 budget of the Portland Bureau of Emergency Management (PBEM).

NOW, THEREFORE, the Council directs:

  1. The Mayor is authorized to accept on behalf of the City a grant from ODEM for the Fiscal Year 2023 Emergency Management Performance Grant Program in the amount of $208,185 and to execute a grant agreement substantially similar to Exhibit A with the State of Oregon acting through its Department of Emergency Management.
  2. The Office of Management & Finance Grants Division is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Mayor’s behalf.
  3. The Director of PBEM is authorized to execute amendments to the EMPG grant, provided such modifications do not increase the City of Portland’s financial obligation or risk. Any modifications that increase the City of Portland’s financial obligation or risk must be authorized by Portland City Council.

Section 2.  The Council declares that an emergency exists because a delay would jeopardize the award of grant funds from ODEM; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

• This ordinance allows the Portland Bureau of Emergency Management (PBEM) to accept the Emergency Management Performance Grant from the Oregon Department of Emergency Management in the amount of $208,185.

• Grant funds will provide funding for personnel expenses to support PBEM's existing emergency management program.

• The grant requires a 1:1 (50%) match; the match will come from general fund in the FY 23-24 budget. The grant also requires that PBEM submit and follow an annual work plan.

• EMPG funding is distributed to qualifying Oregon jurisdictions according to an established formula that relies primarily on population. This is not a competitive grant: PBEM has applied for and received the EMPG every year since 2007. Most counties and large cities in Oregon receive EMPG money.

Financial and Budgetary Impacts

EMPG supports basic operating expenses and was included in PBEM’s FY23-24 Budget. Any necessary adjustments will be made during the Spring Budget Monitoring Process.

Community Impacts and Community Involvement

This grant supports PBEM's work to improve citywide preparedness and benefits the entire community. However, the benefits of this grant are not focused on any specific group or neighborhood. PBEM does not expect public concern.
