*Authorize grant agreement with Central City Concern not to exceed $2 million to support the purchase of property located at SE 16th Ave and E Burnside St for a residential alcohol and drug treatment facility
The City of Portland ordains:
Section 1. The Council finds:
- Oregon, and the Portland area specifically, has a higher-than-average rate of addiction and a systemic deficit of treatment options.
- Recent public health research (including OHSU-PSU School of Public Health) has documented a significant gap in key substance use disorder (SUD) treatment care including a 60% gap in Inpatient SUDS care and a 55% gap in Recovery Housing.
- Funds will be passed through to Central City Concern and combined with funding from Multnomah County, Oregon Health Authority and Central City Concern (with bridge funding from Care Oregon) to purchase the property at 16th and E Burnside, and after some capital improvements provide 40 high-acuity SUD beds, and 20-30 residential treatment housing units.
- City now desires to award a one-time grant to GRANTEE in an amount not to exceed $2,000,000.
NOW, THEREFORE, the Council directs:
- The Mayor is hereby authorized to enter into a grant agreement with Central City Concern, in a form substantially similar to the agreement attached as Exhibit 1, at a cost not to exceed $2,000,000.
Section 2. The Council declares that an emergency exists because a delay in funding could result in a delay in services; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
