*Accept and appropriate grant for $60,000 from State of Oregon Department of Land Conservation and Development for the Housing Production Strategy – BIPOC Outreach Project
The City of Portland ordains:
Section 1. The Council finds:
- DLCD has notified the City of Portland that it has been awarded a 2023-2025 Housing Planning Assistance grant in the amount of $60,000.
- This grant will support state-mandated work to update the City of Portland’s Housing Production Strategy, which is a supporting document to the 2035 Comprehensive Plan.
- Bureau of Planning and Sustainability and other City bureaus will utilize existing General Fund funded positions to be allocated through the regular budget process in FY 2023-24 and FY 2024-25 to manage this grant project.
- The Portland City Council shares DLCDs goals for smart planning that readies land for development, removes barriers to private investment and improves the livability of the region.
NOW, THEREFORE, the Council directs:
- The Director of the Bureau of Planning and Sustainability is hereby authorized to accept on behalf of the City of Portland a grant from DLCD in the amount of $60,000 for the Housing Production Strategy – BIPOC Outreach Project and to execute a Grant Agreement substantially similar to Exhibit A.
- The FY 2023-24 budget is hereby amended as follows. The Portland Bureau of Planning and Sustainability will incorporate $60,000 in grant revenue into the Urban Design and Research – Housing and Economic functional area program budget.

Bureau Program Expenses – $60,000 - BPS and the Office of Management & Finance Grants Division are authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required grant documents on the Director’s behalf.
- The BPS Director is authorized to execute amendments to the Agreement, provided such modifications do not increase the City’s financial obligation or risk. Any modifications that increase the City’s financial obligation or risk must be authorized by the City Council.
Section 2. The Council declares that an emergency exists because a delay would jeopardize the City’s ability to timely perform its obligations under the grant agreement; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of proposed legislation and background information
The purpose of this legislation is to accept and appropriate a $60,000 grant from the State of Oregon to support work to update the state-mandated Housing Production Strategy (HPS), which is a supporting document to the 2035 Comprehensive Plan.
The City of Portland adopted the Housing Needs Analysis (HNA) in 2011 as part of the 2035 Comprehensive Plan update. The purpose of the HNA is to analyze and forecast housing growth in Portland, then designate an adequate 20-year supply of developable land for housing production.
As the City of Portland prepares to develop and adopt its first HPS, the City wants to consider how to advance BIPOC prosperity and equity through policy decisions in the HPS. The current 2045 HNA has demonstrated ample capacity for growth well beyond 2045. The HPS will focus on three dynamics:
- Fulfilling a housing-related statutory obligation for the on-going implementation of Goal 10 and related provisions. Specifically, this project will assist the city in conducting engagement with consumers of housing and the developing and adopting of a housing production strategy in accordance with ORS 197.290 and OAR chapter 660, division 8.
- Promoting housing opportunity through an inaugural HPS with a specific focus on community prosperity and opportunity. Because Portland’s BIPOC communities are faced with severe disparities in affordability, housing choice, cost burden and other housing outcomes, this project hopes to identify the opportunities for facilitating housing production, affordability, and choice where, and for who, it is needed most.
- Emphasizing and strategizing for fair and equitable housing outcomes. The project is prioritizing BIPOC engagement so that the city can affirmatively further fair housing and address significant disparities in housing needs and access to opportunity to develop integrated and balanced living patterns that transform more of the city into areas of opportunity.
This grant project is part of a longer multi-year program to develop Portland’s HNA and HPS to serve as a foundation for key policy decisions in the next six years. The analysis indicates that while there is sufficient capacity for new housing units needed in 2045, BIPOC communities are disproportionately impacted by the current housing shortage and housing affordability crisis in Portland. The purpose of this project is to engage a wide range of BIPOC stakeholders on the housing needs of Portland in a way that will promote shared prosperity and reduce racial housing disparities long-term.
This ordinance will provide funding to support the work to update the HPS. One of the key issues to address is economic prosperity and housing opportunity for Black, Indigenous and People of Color (BIPOC) Portlanders. As part of the HPS update, we want to consider how policy choices impact BIPOC households. This grant will support an equitable stakeholder engagement process to advance BIPOC prosperity and equity through the policy decisions in the HPS. The goal is to engage BIPOC stakeholders to inform them about the HPS and enable them to provide input into the development of policy choices to create opportunities for BIPOC communities.
Financial and budgetary impacts
- DLCD has awarded a $60,000 grant to the City for this project, which will be incorporated into the BPS FY 2023-24 budget under grant number PN000115.
- This legislation will not create new City staff positions and will use existing General Fund funded positions for staff time associated with the project. This grant has no match requirement.
Community impacts and community involvement
- The results of this grant work will help inform community discussions about the City’s long-term housing opportunities and the strategies that the City will need to create those opportunities over the next 20-plus years.
- This grant work will provide additional outreach to BIPOC communities to create an awareness of the HPS, educate and inform about the policy issues that are decided in the HPS, and build community capacity to engage in the legislative process, including public hearings at the Planning Commission and the City Council.
