*Amend Intergovernmental Agreement with Multnomah County to authorize FY 2023-24 budget allocation to the Joint Office of Homeless Services (amend Contract 30005335)
The City of Portland ordains:
Section 1. The Council finds:
- The County and PHB entered into that certain Intergovernmental Agreement for the Joint Office of Homeless Services (JOHS) dated July 1, 2016 (the “Original Joint Office IGA”).
- The Original Joint Office IGA was amended by that certain: First Amendment to the Agreement dated April 18, 2017, Second Amendment to the Agreement dated July 21, 2017, Third Amendment to the Agreement dated November 8, 2017, Fourth Amendment to the Agreement dated August 28, 2018, Fifth Amendment to the Agreement effective July 1, 2019, Sixth Amendment to the Agreement effective October 1, 2019, Seventh Amendment to the Agreement dated April 14, 2020, Eighth Amendment to the Agreement dated July 1, 2020, Ninth Amendment to the Agreement dated November 1, 2020, Tenth Amendment to the Agreement dated March 1, 2021, Eleventh Amendment to the Agreement dated July 1, 2021, Twelfth Amendment dated September 1, 2021, and Thirteenth Amendment to the Agreement dated May 12, 2022. the Fourteenth Amendment to the Agreement dated October 3, 2022, Fifteenth Amendment to the Agreement dated July 1, 2022, Sixteenth Amendment to the Agreement dated May 2, 2023, Seventeenth Amendment to the Agreement dated June 28, 2023. The Agreement, as amended by the First Amendment, Second Amendment, Third Amendment, Fourth Amendment, Fifth Amendment, Sixth Amendment, Seventh Amendment, Eighth Amendment, Ninth Amendment, Tenth Amendment, Eleventh Amendment, Twelfth Amendment, Thirteenth Amendment, Fourteenth Amendment, Fifteenth Amendment, Sixteenth Amendment, and Seventeenth Amendment are referred to herein as the "Agreement."
- The Parties desire to amend the Agreement to allocate revised budget for FY23-24, as set forth in this Eighteenth Amendment which includes a revised Exhibit H with the actual allocated FY23-24 budget.
- The FY23-24 budget includes funding specific to responding to the emergency shelter, housing placement and retention, supportive housing, homeless prevention services and rental assistance for households at risk of homelessness including funds from the U.S. Department of Housing and Urban Development (HUD) and City fund sources.
- The Parties desire to amend the Joint Office IGA to align with the FY23-24 adopted budget and allocate $40,570,646 in City Funds and $3,074,459 in Federal Funds ($2,844,700 from HUD PY 2023 and $229,759 in carryover balance from HUD PY 2022) to the JOHS for homeless services programming.
NOW, THEREFORE, the Council directs:
- The Commissioner in Charge of PHB is hereby authorized to execute the Eighteenth Amendment of the Joint Office IGA, substantially in accordance with Exhibit A.
Section 2. The Council declares that an emergency exists in order to continue the implementation of housing and emergency services to assist households experiencing homelessness; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of Proposed Legislation and Background Information
The City of Portland, through the Portland Housing Bureau (PHB), has an existing intergovernmental agreement (IGA) with Multnomah County for the Joint Office of Homeless Services (JOHS). The City intends to amend the IGA to authorize the City Council-approved FY23-24 budget allocation to the JOHS as set forth in this eighteenth amendment. The revised Exhibit H includes funding specific to responding to the emergency shelter, housing placement and retention, homeless prevention services, and rental assistance for households at risk of homelessness.
Financial and Budgetary Impacts
Execution of the eighteenth amendment to the IGA will result in $43,645,105 in general and federal funds from the PHB budget being directed to Multnomah County JOHS for FY23-24. It includes $40,570,646 in City Funds and $3,074,459 in federal funds from the U.S. Department of Housing and Urban Development. The JOHS intends to receive, and subcontract amended funds for the provision of homeless services and permanent housing placement activities to people experiencing homelessness in the City of Portland and Multnomah County. This funding has already been allocated for this purpose in the FY23-24 Adopted and Fall Supplemental Budgets.
Community Impacts and Community Involvement
This Council item authorizes an amendment for the FY23-24 budget to the existing IGA between the City and the Multnomah County Department JOHS that has been reviewed, discussed, and approved before the City Council through its FY23-24 budget process. The authorization of an amendment to the IGA is a largely internal activity to city government processes and the transfer of funds from the City to the JOHS to subcontract for homeless services is consistent with the purpose of the IGA. The council’s action has a low potential for controversy and a high level of support from the community.
