Authorize contract with HDR Engineering, Inc. for design and surveying services for the NE 122nd Ave Safety & Access: Beech St – Wasco St project not to exceed $1,192,809

The City of Portland ordains:

Section 1.  The Council finds:

  1. The purpose of this project is to improve safety and accessibility for vulnerable users of the transportation system by providing new and/or enhanced signalized crossings of 122nd Avenue.
     
  2. The project is focused on reducing the length between crossings on a major arterial street identified as a High Crash Corridor.
     
  3. The locations for crossings were identified and prioritized as part of the 122nd Avenue Plan process that occurred from 2017 through 2022.
     
  4. The Oregon Department of Transportation has notified the City of Portland that it will award federal funding to the Portland Bureau of Transportation totaling $4,633,429 with $854,902 allocated to the design phase. Funding for the local match and any overruns are coming from Transportation System Development Charges (TSDCs).
     
  5. The Bureau's level of confidence in the cost estimates for this project is moderate, due to contingencies in the scope.

NOW, THEREFORE, the Council directs:

  1. That the Commissioner-in-Charge is hereby authorized to enter into a contract with HDR Engineering, Inc. in a form similar to the contract attached as Exhibit A.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Purpose of Proposed Legislation and Background Information

  • The purpose of this ordinance is to allow PBOT to contract with HDR for design and surveying services for the “122nd Ave Safety & Access” project.

Financial and Budgetary Impacts

  • No long-term financial impacts or changes to City policy or budget are required.  
     
  • The project is currently in the Bureau of Transportation’s budget (SAP Cost Object Number: T01034).
     
  • There is no additional funding requested.

Community Impacts and Community Involvement

  • The project is focused on adding additional crossing opportunities for vulnerable road users in an area with high concentrations of Environmental Justice and underserved communities.
     
  • The specific locations for crossings were identified and prioritized through engagement with community residents and stakeholders as part of the 122nd Avenue Plan that began in 2018.  
     
  • The purpose of this project is to help create crossing opportunities so that people can safely access Parkrose High School and Middle School, businesses, and health services that exist adjacent to 122nd Avenue, and also have improved access to Line 73 transit service.
     
  • Opportunities for public and stakeholder involvement will occur throughout this and future phases of the project.
     
  • DBE contracting
    • Design contract comprises of 18% certified DBE participation, exceeding the 8.5% federal requirement.

This action will authorize a contract with HDR Engineering, Inc. not to exceed $1,192,809.  It's budgeted for in this fiscal year with no additional funding needed. The contract is funded by federal grant that will require a match of 10.27% of the total project costs.  The Transportation System Development Charges have sufficient funds to meet this match.
