Authorize contract with Jacobs Engineering Group, Inc. for professional, technical and engineering services for the Columbia Boulevard Wastewater Treatment Plant Wet Weather Clarifiers and Hypochlorite System Modification Project for amount up to $15,800,000

The City of Portland ordains:

Section 1. The Council finds:

  1. The Bureau of Environmental Services (BES) operates the Columbia Boulevard Wastewater Treatment Plant (CBWTP) to provide wastewater treatment for Portland in accordance with the City's National Pollutant Discharge Elimination System (NPDES) permit.
  1. BES needs to address deficiencies of wet weather clarifiers and the hypochlorite system at the CBWTP.
  1. The project will replace aged and deteriorated equipment; rehabilitate the deficient concrete structure of all eight wet weather clarifiers; and replace the existing hypochlorite system with a new, centralized disinfection system to extend the system service life, improve system reliability and plant resiliency, and meet the treatment operation need.  The project will also demolish the decommissioned gravity sludge-thickening facility and tipping berm to provide construction access and staging.
  1. BES requires professional consulting engineering services for design, permitting, and support services during construction and startup for the project.
  1. The services were advertised under QBS RFP 00001987 and three responsive proposals were received. The selection committee reviewed and scored these proposals in accordance with City Code Chapter 5.68 and selected Jacobs Engineering Group, Inc. as the successful proposer.
  1. The Minority, Women, Disadvantaged, Emerging Small Business participation in this contract will be 30%.
  1. The level of confidence in the estimated cost is Optimal.  Funds are available in the Sewer System Operating Fund FY 2024 Budget, Bureau of Environmental Services, WBS Element E11485.

NOW, THEREFORE, the Council directs:

  1. The Chief Procurement Officer is authorized to execute a contract substantially in conformance with Exhibit A with Jacobs Engineering Group, Inc. for the purposes described in Section 1, in an amount not to exceed $15,800,000, provided the contract has been approved as to form by the City Attorney.
  2. The Mayor and City Auditor are hereby authorized to pay for the contract from the FY2024 Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

The purpose of this legislation is to authorize the City to execute a contract with Jacobs Engineering Group, Inc, to provide engineering services for the Columbia Boulevard Wastewater Treatment Plant (CBWTP) Wet Weather Clarifiers and Hypochlorite System Modification Project.

The CBWTP treats sanitary sewage and stormwater from the City’s sewer collection system. Wet weather primary treatment in the CBWTP includes eight wet weather clarifiers to treat wet weather flows in excess of the secondary treatment capacity, typically up to 290 MGD. After 50 years of service, these concrete wet weather clarifiers and associated equipment have deteriorated and are near the end of their service lives. Rehabilitation of concrete structures and replacement of and updates to equipment are required to improve system reliability, plant resiliency, and operation and maintenance efficiency.

The CBWTP hypochlorite system disinfects plant effluent. Since hypochlorite is corrosive, the system has needed multiple repairs and all equipment is approaching the end of its service life. Replacement of the hypochlorite system is required to continue to comply with system permit requirements.

The project will rehabilitate eight existing wet weather clarifier concrete structures; improves aged equipment; replaces the disinfection system storage; distribution and metering; and demolishes the decommissioned gravity sludge facilities. The professional, technical, and expert (PTE) services Contract includes engineering services for project development and design and engineering supports during construction and startup.

The project is to be delivered by the Construction Manager/General Contractor (CM/GC) contracting method. The consulting engineering team will collaborate with the City and the contractor throughout the project.  

Financial and Budgetary Impacts

This PTE services contract amount is $15,800,000.  Estimated project construction cost is approximately $63 million. Funds for this project are available through annual appropriations within the Sewer System Operating Fund, WBS Element E11485 with the BES FY24 Capital Improvement Plan.

This legislation will neither generate nor reduce current or future revenue. No current positions will be affected, and no positions will be created, eliminated, or reclassified as a result of this legislation.

Community Impacts and Community Involvement

The project is located within the Columbia Boulevard Wastewater Treatment Plant campus and limited impact to the public is anticipated. The Community Advisory Committee will be updated on a regular basis. Debbie Caselton, Environmental Services, is the contact for Community Outreach and Public Involvement for this project.

Fifteen COBID-certified sub-consulting firms are included in this contract, and their participation is anticipated to be 30% of the total contract amount.

100% Renewable Goal

This project does not contribute to the City’s goal of meeting 100 percent of community-wide energy needs with renewable energy by 2050.

Financial and Budget Analysis

Funds for the PTE contract are available in the bureau’s five-year CIP. PTE services are expected to be $15.8 million, and the estimated projection cost is ~$63 million.
