Amend Contract with IES Communications, LLC to increase the amount by an additional $500,000 for low voltage structured wiring services (amend Contract 31002283)
The City of Portland ordains:
Section 1. The Council finds:
- The Office of Management and Finance (OMF) Division of Asset Management (DAM) Facilities Services is responsible for providing low voltage structured wiring services for the installation, application, and usage of Genetec Integrated Systems.
- Ordinance 190527 passed by Council on August 18, 2021, authorized competitive solicitation and price agreements to procure low voltage electrical installation services for an integrated security infrastructure across city facilities for an estimated amount of $3,500,000. As a result, the City executed three agreements with three vendors in the amount of $500,000 each. One of the three contracts is no. 31002283 (“Contract”), through the Cooperative Procurement process under Code Section 5.33.140, with IES Communications, Inc., in the amount of $500,000 effective September 1, 2022, to allow for installation of Genetec Integrated Security Systems.
- Amendment 1, effective March 1, 2023 and Amendment 2 effective May 1, 2023 to the Contract were executed in order to provide Facilities Services with resources to install additional Genetec Integrated Security Systems. The resulting contract not-to-exceed amount from these two prior amendments was $1,250,000. These amendments allowed task orders to be issued for Genetec systems consisting of access control, video surveillance, and intercom devices at various facilities.
- Additional services are needed due to the continued expansion of the Genetec system within Bureau of Environmental Services’ (BES) facilities. BES has an additional upcoming project as well as OMF which includes the EVOLV system installation. BES is currently working on expanding its Genetec integration at the Wastewater Treatment Plant and Wastewater Pollution Control Lab. BES will be adding the Genetec system to the outer permitter gates at the Wastewater Treatment Plant. Genetec will be installed to replace the legacy system (INET 7) which is at the end of its life and no longer supported by Microsoft. This will modernize the systems at these locations to current access control standards.
- To accomplish these additional security improvements to BES facilities, an increase to the contract by an additional $500,000 is required, which will result in a new total not to exceed contract value of $1,750,000. The additional amount will be funded by an interagency agreement with Bureau of Environmental Services (BES) and added to the FY 2023-24 Facilities Services/Integrated Security budget in the Spring Budget Monitoring Process report.
- Facilities Services recommends that an amendment to Contract No. 31002283 with IES Communications, LLC be approved to increase the contract by $500,000 to allow for additional low voltage wiring services at BES facilities.
NOW, THEREFORE, the Council directs:
- The Chief Procurement Officer or designee is authorized to execute an amendment to Contract No. 31002283 with IES Communications, LLC to increase the not-to-exceed amount by $500,000 for a new total contract value not to exceed amount $1,750,000, provided the amendment is approved as to form by the City Attorney’s office.
- The Mayor and City Auditor are hereby authorized to execute payments to IES Communications, LLC when demand is presented and approved by the proper authorities.
