*Authorize Subrecipient Grant Agreement with Organizing People/Activating Leaders in the amount of $36,000 for fiscal years 2024, 2025, and 2026 for the Equitable Options, Empowered People Project
The City of Portland ordains:
Section 1. The Council finds:
- The City of Portland is the recipient of $1,095,000 funding passed through Metro Regional Transportation Options (RTO) Program.
- The RTO Program is designed to manage demand on the transportation system and increasing use of travel options. The Bureau of Transportation (PBOT) Active Transportation & Safety Division program, Equitable Options, Empowered People Project will develop, implement, and analyze an individualized marketing program, series of bike focused neighborhood programs, bike rides, and an open streets program to bring robust active transportation opportunities to community-led events.
- A key component of the Equitable Options, Empowered People Project is a partnership with OPAL. This partnership will increase the project’s ability to reach traditionally under-represented groups that the City of Portland is striving to provide opportunities to engage in active transportation. By combining City of Portland’s demonstrated success in transportation demand management programs and these partner organizations’ skills in engaging and serving underserved communities, the project will help provide opportunities for active transportation throughout the city in more equitable ways.
- The Bureau's level of confidence in the cost estimates for this project is 100%.
NOW, THEREFORE, the Council directs:
- That the Commissioner-in-Charge is hereby authorized to enter into a contract with OPAL in a form similar to the contract attached as Exhibit A in the amount of $36,000.
- The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the total project cost by twenty percent (20%) or greater.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Through this partnership, PBOT and the City will enhance and expand the reach of the Active Transportation & Safety Division’s Transportation Demand Management work with these key communities.
