*Accept grant in the amount of $1,095,000 from Metro and authorize Intergovernmental Agreement for Equitable Options, Empowered People Project
The City of Portland ordains:
Section 1. The Council finds:
- The Portland Bureau of Transportation (PBOT) applied to Metro for a Regional Travel Options (RTO) grant in the amount of $1,095,000 for the Equitable Options, Empowered People Project on March 31, 2023.
- Metro has notified the City of Portland that it will award a grant for the Equitable Options, Empowered People to PBOT in the amount of $1,095,000;
- The project number for this is TR03620001. The grant number is TR000362.
NOW, THEREFORE, the Council directs:
- The Commissioner-in-Charge is hereby authorized to accept on behalf of the City of Portland a grant from the Metro for the Equitable Options, Empowered People Project in the amount of $1,095,000.
- The Commissioner-in-charge to execute an Intergovernmental Agreement in the amount of $1,095,000 in a form similar to the contract attached as Exhibit A.
- The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the total project cost by twenty-five percent (25%) or greater.
- The OMF Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Commissioner-in-Charge’s behalf.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of Proposed Legislation and Background Information
- Accept grant from Metro Regional Travel Options (RTO) Program in the amount of $1,095,000 to provide Equitable Options, Empowered People Project.
Financial and Budgetary Impacts
- The proposed three-year project will cost $1,220,328. PBOT will receive $1,095,000 from Metro and will supplement with a 10.27% local non-federal match of $125,328.
- This contract formalizes PBOT as the grant awardee from Metro’s Regional Travel Options grant program. PBOT will receive $1,095,000 from Metro, this budget was determined from the items identified in the scope of work.
- The grant is included in the Fiscal Year 2023-2024 budget under the placeholder grant TR000174. The budget is being adjusted in the Fall BMP to move the balances from TR000174 to TR000362.
- The project number for this is TR03620001. The grant number is TR000362.
- A 10.27% local non-federal match of $125,328 is required. This will come out GTR funds.
- No work outside of this grant agreement is anticipated.
Community Impacts and Community Involvement
- This project will support the delivery of information and encouragement to use transportation options to Portlanders city-wide.
- Community members will be invited to order free transportation options information and be invited to participate in encouragement activities like bike rides, fairs, and community gatherings that have an active travel focus.
- This project was developed in consultation with our community partners: AARP, Community Cycling Center, OPAL and Oregon Walks.
