Authorize contract with Jackson Group Peterbilt, Inc. not to exceed $1,496,240 for the purchase of two paint striper vehicles
The City of Portland ordains:
Section 1. The Council finds:
- The Division of Asset Management CityFleet seeks Council’s authorization to execute a contract with Jackson Group Peterbilt, Inc. to allow for purchase of two paint striper vehicles.
- CityFleet replaces all City vehicles based on a scheduled replacement plan.
- Portland Bureau of Transportation utilizes paint striping equipment to apply marks and lines correctly and safely to the streets of Portland. The existing paint stripers are at the end of their useful life and are due for replacement.
- In accordance with Code Section 5.33.140, the City may participate in Cooperative Procurements to establish contracts for the acquisition of goods or services, which use source selection methods substantially equivalent to those set forth in Code Section 5.33.200 (Competitive Solicitation) or 5.33.210 (Competitive Sealed Proposals). The State of Oregon Department of Administrative Services (DAS) issued a competitive solicitation pursuant to State Procurement Code (ORS Chapter 279) which are substantially equivalent to Code, and which resulted in an agreement with Jackson Group Peterbilt, Inc., that includes the use of that State agreement for purchasing paint striper vehicles. This purchase will be made by utilizing Oregon State Contract #10700-00012815.
- CityFleet desires to purchase two paint striper vehicles for a total not-to-exceed contract amount of $1,496,240 and the appropriation comes from the CityFleet Vehicle and Equipment Replacement fund and replacement rates charged to the bureau.
- The Office of Management and Finance/CityFleet recommends that a contract with Jackson Group Peterbilt, Inc. be authorized in the amount of $1,496,240.
NOW, THEREFORE, the Council directs:
- The Chief Procurement Officer or designee is authorized to execute a contract with Jackson Group Peterbilt, Inc. for a total not-to-exceed contract value of $1,496,240, provided the contract is approved as to form by the City Attorney’s Office.
- The Mayor and City Auditor are hereby authorized to execute payments to Jackson Group Peterbilt, Inc., chargeable to CityFleet Vehicle and Equipment Replacement fund, when demand is presented and approved by the proper authorities.
An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)
