Authorize contract with Jacobs Associates, Inc., dba Delve Underground, for design services and provide payment for the Sheridan Trunk Work Zone 1-5 Realignment Project E11006 for $1,458,892
The City of Portland ordains:
Section 1. The Council finds:
- The Bureau of Environmental Services (BES) maintains the Sheridan Trunk sewer system, located in SW Portland. It was constructed in the 1900s and has deteriorated after 120 years of service.
- The Bureau of Environmental Services (BES) needs to design and construct approximately 1720 linear feet of combined sewer trunk and 1200 feet of sewer collectors to improve capacity, eliminate structural risk, and provide continuity of sewer service to existing properties.
- The services were advertised under RFP 00002143. In accordance with City Code Chapter 5.68, the consultant selection committee reviewed proposals and selected Jacobs Associates, Inc., dba Delve Underground, as the successful proposer.
- The City will enter into a design services contract with Jacobs Associates, Inc. with a not-to-exceed contract amount of $1,458,892.
- The COBID participation in this contract is 45.68%.
- The estimated cost is $1,458,892. Funds are available in the Sewer System Operating Fund, FY2023-24 and FY2024-25 Budget, Bureau of Environmental Services, WBS element E11006.
NOW, THEREFORE, the Council directs:
- The Chief Procurement Officer to execute a contract (30008561) in a form substantially similar to Exhibit A with Jacobs Associates, Inc. a California Corporation dba Delve Underground in an amount not to exceed $1,458,892.
- The Mayor and City Auditor are hereby authorized to draw and deliver checks payable to Jacobs Associates, Inc., dba Delve Underground, chargeable to the Portland Bureau of Environmental Services when demand is presented and approved by the proper authorities.

Purpose of Proposed Legislation and Background Information
The purpose of this legislation is to authorize the City to award the design phase PTE contract to Delve Underground. The design engineering firm was selected through a competitive procurement process.
The Sheridan Trunk Work Zone 1-5 Realignment will replace the deteriorated portion of the existing Sheridan Trunk to provide reliable combined sewer service. The project also increases capacity in the combined system to account for future increases in peak combined sewer flows.
The existing Sheridan Trunk is located in SW Portland, adjacent to SW Sam Jackson Park Road, under Duniway Park, commercial and residential properties, and collects stormwater flow from the Marquam Natural Area. The project includes trenchless tunnel boring approximately 1600 feet of 48–60-inch diameter pipe under SW Sam Jackson Park Road and Duniway Park. The trunk was constructed in the 1900s and has deteriorated after 120 years of service. A condition assessment of Sheridan Trunk disclosed many structural defects in the pipe. An alternatives analysis determined that replacement and realignment of the existing 42” sewer was necessary. Approximately1200 feet of new local sewer collectors and services will also be reconstructed. Up to 5 tunnel shafts will be constructed for access to complete the trenchless piping work.
Geotechnical investigations indicate challenging underground conditions along the new pipe alignment, including basalt rock and a historic landfill (under Duniway Park). Expertise and experience of deep shaft excavation and trenchless piping is required for construction with these complex subsurface conditions.
The existing Sheridan Trunk mainly lies under private properties and public land (City of Portland Park and Recreation). Construction of the new trunk realignment requires work on private properties. Temporary construction easements are required. Additionally, there is an environmental zone at the upstream end of the alignment adjacent to Marquam Natural Area. Mitigation measures for construction in these areas are required.
Financial and Budgetary Impacts
Project construction is estimated to cost approximately $18.4 million. This is a Class 3 AACE estimate based on alternative analysis completed in project predesign phase, which provide order of magnitude costs with a range of accuracy of +20 percent to -10 percent of actual costs. Design work has not started, and the level of confidence is “Moderate” according to Class 3 AACE estimates.
This project is part of BES’ Large Scale Sewer Rehabilitation Program, which is in BES’ FY 2023-FY2028 Capital Improvement Plan (CIP).
This legislation will neither generate nor reduce current or future revenue. No current positions will be affected, and no positions will be created, eliminated, or reclassified as a result of this legislation.
Community Impacts and Community Involvement
This project is currently entering the design phase. However, the community impacts and community involvement activities identified in the solicitation remain the same, and follow:
The area impacted by this project is relatively limited, however there are significant public park use impacts within the project area. Specifically, access to portions of Duniway Park will be restricted during construction of the project. The project team is currently working with Parks and Recreation staff and interested community groups to provide advanced notice as well as landscape restoration requirements. During the project design phase, outreach to residents will begin in earnest once staff have a better understanding of the construction schedule, sequence of work, and potential impacts to the area.
Since 2019, Environmental Services staff have conducted community outreach in the area regarding the goals of the project, investigative activities during the design phase such as soil sampling and utility location and explained what to expect during construction. Significant work has been done to work with individual property owners to establish dialogue, to understand concerns, and to develop mitigation measures.
Outreach has included:
- Development of and updates to the project webpage.
- Focused outreach to the impacted residents and business owners and occupants in the project vicinity.
- Focused outreach to property owners to coordinate work on private property, including the commercial properties.
- Situational email, mail, and phone correspondence to answer community questions, take input, and address concerns.
Note: now that predesign/research work has proceeded to a point where enough information is known to identify potential project impacts, BES Public Involvement staff will conduct extensive outreach in the area, including:
- Project updates mailed to property owners, renters, businesses, and public and private agencies
- Email and Social Media (e.g., www.nextdoor.com) updates sent to the affected area
- Public presentations to residents and neighbors in appropriate languages with assistance from the CELs program
BES project information is available in multiple languages online. Fliers communicating what to expect during construction have been translated into 11 different languages. Future outreach will include work to identify underserved or low English proficiency stakeholders (LEP) impacted by construction and to develop and implement an equity work plan that may include translating notification materials with site-specific messages and use of translators or Community Engagement Liaisons.
Aaron Abrams, Environmental Services, has been the contact for Community Outreach and Public Involvement throughout design and will remain the contact throughout construction with support from JLA Public Involvement, Inc.

Budget Office Financial Impact Analysis
The bureau has resources to fund this request out of its CY budget in the Sewer System Operating Fund. This work furthers a secondary project under the Large Diameter/Sewer Rehab program (E10576) which has $3.05 million set aside in EMS, $2.05 set aside for professional services.
