*Authorize contract with the lowest responsible bidder for the SE 174th Ave Safe Routes to School Sidewalk Infill Project
The City of Portland ordains:
Section 1. The Council finds:
- PBOT has received an aggregated total of $2,947,107 in local and state funds to design and construct the SE 174th Ave Safe Routes to School Sidewalk Infill Project.
- PBOT allocated $338,259 for this project from Fixing Our Streets 1 Safe Routes to School funds; and an additional $500,000 from Fixing Our Streets 2 Safe Routes to School funds.
- In May 2019, City Council executed an Intergovernmental Agreement (IGA) with ODOT for the SE 174th Ave Safe Routes to School Sidewalk Infill Project for funds in the amount of $2,000,000 via Ordinance No. 189464.
- Project design is at 100% and PBOT will be proceeding with bidding the project for construction.
- The Bureau of Transportation has funds budgeted in FY 2023/2024 for construction, inspection, and management of the project.
- The Bureau’s level of confidence in the cost estimates for this project is moderate, the project scope is defined, and the plans and specifications are at 100% complete.
NOW, THEREFORE, the Council directs:
- Upon the Council's acceptance of the Chief Procurement Officer's report recommending the lowest responsible bidder, the Chief Procurement Office is authorized to negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney's office.
- The Mayor and City Auditor to draw and deliver warrants chargeable to T00763.C42 when demand is presented and approved by the proper authority.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the Bureau’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
