Emergency Ordinance

*Amend Intergovernmental Agreements with Portland State University and Portland Community College for training and leadership development to extend term and increase amount for $100,000 per year (amend Contracts 30007501 and 30007513)

The City of Portland ordains:

Section 1. The Council finds: 

  1. The Bureau of Human Resources manages and coordinates the City’s Training and Development Program, which includes work experience for at risk youth, work opportunities for students, and employee development.
     
  2. In 2005, council passed ordinance 179683 giving authority to the Bureau of Human Resources to execute intergovernmental agreements in support of the City's Training and Development Program up to a maximum amount of $100,000 per agreement.
     
  3. In support of the training and development program, the City annually enters into numerous and routine intergovernmental agreements with educational institutions in support of student internships, cooperative education agreements, college work study, and the City’s Training and Development Program.
     
  4. Portland Community College and Portland State University have partnered with the City of Portland to provide training and continuous learning opportunities to our employees. Courses are designed to increase the skills and proficiencies of employees in their current job and career development.

NOW, THEREFORE, the Council directs:

  1. The Chief Human Resource Officer is hereby authorized to execute an amendment to current intergovernmental agreements between the City and both Portland State University and Portland Community College, in a form similar to those attached as Exhibit A and Exhibit B, provided such amendments have been approved as to form by the Office of the City Attorney.
  2. The Mayor and City Auditor are hereby authorized to draw and deliver warrants from available and authorized funds payable to Portland State University and Portland Community College for in classroom and virtual training in the amount of $100,000 each fiscal year (not to exceed a total of $300,000.00 over the remaining 3-year life of each contract.)

Section 2. The Council declares that an emergency exists because it is necessary to get final approval to continue provide professional development to City of Portland employees to ensure that the City is able to meet the needs of the bureaus and the communities we serve; therefore, this Ordinance shall be in full force and effect upon passage by the Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

The Bureau of Human Resources (BHR) manages and coordinates the City's Training and Development Program, which includes work opportunities for students, employee training programs; and organizational development. Each amended IGA will support the City’s goal to allow access to training, retain our employees, build their talents and expertise and to continue our partnership with Portland Community College and Portland State University for the next 3-years.

Financial and Budgetary Impacts

Funding for the IGAs, payable to Portland State University and Portland Community College is $100,000 for each IGA not-to-exceed $300,000.00 over the three-year life of this Agreement. The cost is paid by the hosting bureau from authorized and available funds.

Community Impacts and Community Involvement

Adoption of this Ordinance will positively impact the community by supporting the development of diverse leadership in the public sector.
