*Authorize a contract with the lowest responsible bidder for the Fixing our Streets Street Lighting Infill Project
The City of Portland ordains:
Section 1. The Council finds:
- This Portland Bureau of Transportation (PBOT) Project, Fixing our Streets Street Lighting Infill Project, prioritizes critical safety improvements along two corridors: (1) SW Capitol Highway from SW Garden Home Road to Stephenson Street and (2) NE Killingsworth Street from NE 42nd Avenue to NE Portland Highway.
- Through a data-driven Vision Zero analysis and public engagement, PBOT identified these two corridors as priority streetlight infill locations.
- The project addresses deficiencies in illumination along these two corridors by filling the lighting gaps.
- Project design is nearing completion and PBOT will be proceeding with bidding the project for construction.
- PBOT has funds budgeted in FY 2022/2023 and proposed FY 2023/2024 for construction, inspection, and management of the project.
- The engineer’s cost estimate is in the range of $1 million and the level of confidence in the cost estimate for this project is moderate. The project scope is defined and plans, estimate, and specifications are at 95%.
NOW, THEREFORE, the Council directs:
- Upon the Council's acceptance of the Chief Procurement Officer's report recommending the lowest responsible bidder, the Chief Procurement Office is authorized to negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney's office.
- The Mayor and City Auditor to draw and deliver warrants chargeable to T01347 when demand is presented and approved by the proper authority.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the Bureau’s ability to perform the activities; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

- To allow the Fixing our Streets Street Lighting Infill Project to proceed to bidding for a construction contract.
- This project includes improving street lighting in two project areas; (1) SW Capitol Highway from SW Garden Home Road to Stephenson Street and (2) NE Killingsworth Street from NE 42nd Avenue to NE Portland Highway. Construction is planned to begin Fall 2023.
- Funding for the Project comes primarily from Fixing Our Streets in the amount of $1,250,000.

- Public engagement work by PBOT has found that people of color feel less safe walking on poorly lit streets.
