Amend grant agreement with Earth Advantage for the Home Energy Score Program to increase amount by $400,000 and extend term through FY 2027-28 (amend Contract 32001607)
The City of Portland ordains:
Section 1. The Council finds:
- In December 2016, the City established the Home Energy Score Program (Program). The Program requires sellers of single-family dwellings to obtain a Home Energy Performance Report from a State Licensed Home Energy Assessor and to disclose the energy information in real estate listings and to prospective buyers who visit the home while it is listed for sale. (Ordinance No. 188143)
- In March 2017, the Bureau of Planning and Sustainability (BPS) issued a Request for Interest seeking partners to support various components of the Program. After a competitive process, BPS selected Earth Advantage.
- Earth Advantage has successfully provided program implementation services for the home energy score program from 2017 through 2023.
- Sufficient funds are available in the FY 2023-24 BPS budget, Cost Object 8PNCE000001. Funding for any future Program expenses will be set aside in future BPS budgets.
NOW, THEREFORE, the Council directs:
- The Mayor is hereby authorized to amend Grant Agreement No. 32001607 with Earth Advantage to add $400,000 for a not-to-exceed total amount of $621,000, in a form substantially similar to the agreement attached as Exhibit A; Amendment No. 6.
- Extend the term of the Agreement from June 30, 2023 to June 30, 2028.
- The City of Portland agrees to pay $72,450 to Earth Advantage through June 30, 2024.

Purpose of Proposed Legislation and Background Information
This action continues oversight of Home Energy Score program customer service and compliance monitoring with Earth Advantage. It is the sixth contract amendment. The proposed legislation supports the City’s effort to reduce carbon emissions. This aligns with Portland’s pathways to net-zero carbon by 2050, as outlined in the Climate Emergency Workplan.

This is additional spending for an existing project. It adds $72,450 from approved BPS budget for FY 2023-24 (8PNCE000001).

This action continues implementation of the existing Home Energy Score program that impacts home sellers and real estate professionals. City Council adopted Home Energy Score requirements in 2016 after a year of significant stakeholder engagement and public process.

If BPS does not have the funding available from either of those sources during a fiscal year, the work will not be scoped or undertaken.
