*Accept and appropriate a grant for $2 million from U.S. Department of Housing and Urban Development to remediate housing-related health and safety hazards in privately owned low-income rental and owner-occupied housing
The City of Portland ordains:
Section 1. The Council finds:
- Portland Housing Bureau applied to U.S. Department of Housing and Urban Development for a grant in the amount of $2,000,000 for remediate housing-related health and safety hazards in privately owned, low-income rental and/or owner-occupied housing, especially in units and/or buildings where families with children, older adults sixty-two (62) years and older, or families with persons with disabilities reside, targeting our underserved communities on October 17, 2022; and
- U.S. Department of Housing and Urban Development has notified the City of Portland that it will award a grant for the remediate housing-related health and safety hazards in privately owned, low-income rental and/or owner-occupied housing, especially in units and/or buildings where families with children, older adults sixty-two (62) years and older, or families with persons with disabilities reside, targeting our underserved communities to the City of Portland Housing Bureau in the amount of $2,000,000;
- The grant for the U.S. Department of Housing and Urban Development requires a minimum of ten percent (10%) local leverage through cost sharing. The total local leverage for this grant is $254,811. The local leverage will be provided in the form of community development block grant (CDBG) dollars. CDBG dollars will cover the Program Director’s salary fringe benefits allocated to the grant. This amount is $59,969. The reminder CDBG amount of $194,842 will leverage the direct hazard/safety repair work.
NOW, THEREFORE, The Council directs:
- The Mayor is hereby authorized to accept on behalf of the City of Portland a grant from the U.S. Department of Housing and Urban Development to remediate housing-related health and safety hazards in privately owned, low-income rental and/or owner-occupied housing, especially in units and/or buildings where families with children, older adults sixty-two (62) years and older, or families with persons with disabilities reside, targeting our underserved communities, in the amount of $2,000,000 and to execute a grant agreement in the form similar to the agreement attached as Exhibit A.
- The FY 2022/2023 budget is hereby amended as follows:

- Business Area – HC00
- Bureau Program Expenses– $95,378
- The Office of Management & Finance Grants Management Division is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Mayor’s behalf.
- The Interim Director of Portland Housing Bureau of the City of Portland is authorized to execute on behalf of the City of Portland any subsequent modifications by U.S. Department of Housing and Urban Development for Healthy Home Production Grant, award number ORHHP0104-23 provided such modifications do not increase the City of Portland’s financial obligation or risk. Any modifications that increase the City of Portland’s financial obligation or risk must be authorized by the Portland City Council.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of Proposed Legislation and Background Information
The Healthy Homes Production Program (HHP) is part of HUD’s overall Healthy Homes Initiative launched in 1999. The program takes a comprehensive approach to addressing multiple childhood diseases and injuries in the home by focusing on housing-related hazards in a coordinated fashion, rather than addressing a single hazard at a time. The program builds upon HUD’s successful Lead Hazard Control programs to expand the Department’s efforts to address a variety of high-priority environmental health and safety hazards.
This legislation would authorize accepting an award (and appropriating a portion of the funds) from the U.S. Department of Housing and Urban Development for a grant in the amount of $2,000,000 for the implementation of healthy home production to address in-home health and safety hazards and for the administration of these activities.
Financial and Budgetary Impacts
This healthy homes grant will bring approximately $2,000,000 in federal funds to the community for a grant period of three years. The grant requires a minimum of 10% leverage being met mainly by community development block grant (CDBG) dollars. These funds are dollars that come to the City. The Portland Housing Bureau will commit a minimum of $254,811 over the life of the grant. Funds for this program have been authorized by the Portland City Council. Of the $254,811, $59,969 will cover 10% the Project Director salary and fringe and the remainder $194,842 will leverage direct hazard/safety repair work.
