*Transfer responsibility for the Noise Program, the Liquor License Program, and the regulatory and enforcement provisions of the Cannabis Program from Office of Community & Civic Life to Bureau of Development Services (amend Code Chapters 3.30, 3.96, 14B.100, 14B.120, 14B.130 and Title 18)
The City of Portland ordains:
Section 1. The Council finds:
- The Council adopted Resolution No. 37609 on February 2, 2023, that establishes focused transformation, alignment of services, and shared priorities for Portland City Government in response to Measure 26-228 approved by Portland voters on November 8, 2022.
- Resolution No. 37609 directs the following three programs to be transferred from the Office of Community & Civic Life to the Bureau of Development Services no later than July 1, 2023: the Noise Program; the Liquor License Program; and the regulatory and enforcement provisions of the Cannabis Program.
- To accomplish the program transfers, it is necessary to amend City Code Chapters 3.30 (Bureau of Development Services), 3.96 (Office of Community & Civic Life), 14B.100 (Liquor License Recommendations), 14B.120 (Regulation of Alcoholic Beverages), 14B.130 (Cannabis Regulations), and Title 18 (Noise Regulations) to replace references to “Office of Community & Civic Life” with the “Bureau of Development Services” as the bureau responsible for implementing these programs.
- The date of the transfer is set for April 1, 2023.
NOW, THEREFORE, the Council directs:
- Portland City Code Chapters 3.30, 3.96, 14B.100, 14B.120, and 14B.130 and Title 18 are amended as set forth in Exhibit A.
Section 2. The Council declares that an emergency exists for the transfer of the programs from the Office of Community & Civic Life to the Bureau of Development Services to occur by April 1, 2023; therefore, this Ordinance shall be in full force and effect as of April 1, 2023.

Financial and Budgetary Impacts
Although there will be financial and budgetary impacts associated with the proposed ordinance, the fiscal portion of the transfer will occur via the budget process later in the year, most likely in the Mayor’s Proposed Budget. No new regulations are created by the proposed amendments.
Community Impacts and Community Involvement
No community involvement was conducted in the development of this ordinance because the hearing on Resolution No. 37609 incorporated the opportunity for public comment.
