*Authorize application to Federal Emergency Management Agency, Assistance to Firefighters Grant for $2,114,940 for Portland Fire & Rescue equipment, personal protective equipment, and training
The City of Portland ordains:
Section 1. The Council finds:
- The Assistance to Firefighters Grant 2022 Notice of Funding, #DHS-22-GPD-044-00-98, was released on January 9, 2023, the application deadline is February 10, 2023.
- Portland Fire & Rescue identifies $2.1M is needed PPE, Equipment and Trainings.
- Local match in the amount of $ 192,267 will be provided by funds from Portland Fire & Rescue’s FY 2023-24 and 2024-25 budgets.
- Due to the condensed application deadlines, this application was approved by the Mayor and submitted on February 10, 2023.
NOW, THEREFORE, The Council directs:
- The Mayor is hereby authorized to make application to the Federal Emergency Management Agency, Assistance to Firefighters Grant for a grant in the amount of $2,114,940.
- The Mayor is authorized to provide such information and assurances as are required for the grant period.
- The Office of Management & Finance Grants Management Division is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Mayor’s behalf.
Section 2. The Council declares that an emergency exists because the grant must be accepted no later than February 10, 2023; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

The purpose of this legislation is to authorize a grant application to Federal Emergency Management Agency, Assistance to Firefighters Grant to fund Portland Fire & Rescue PPE, Equipment and Training.
Financial and Budgetary Impacts
This legislation is for approval to submit the grant application and has no financial impact. If the grant proposal is funded, it will increase the City’s appropriation by $2,114,940, and the funds would be appropriated in the FY 2023-24 and 20204-25 budget. There would also be a 10% cost share requirement of $192,267. Cost share would be provided by the PF&R budgets in FY 2023-24 and 2024-25 budgets.
