Amend contract with ISC Applied Systems to purchase and install CCTV and Communication systems for Portland Streetcar and increase compensation not to exceed $3,898,573 (amend contract 30008221)

The City of Portland ordains:
Section 1. The Council finds:
- The CCTV and Communications Project were recommended directly by the Federal Transit Administration (FTA) through an investigation FTA report #0200 in August of 2021.
- Oregon Department of Transportation (ODOT) Rail State Safety Oversight Division is monitoring the project closely and is requiring action by the City in a timely manner.
- Through Brookville Equipment Corporation under Contract 31001384, three new Streetcar vehicles will be delivered within 2023 that will have installed the same CCTV and Communications system designed and installed by ISC Applied Systems under this contract.
- In fall of 2021, the City’s Chief Procurement Officer approved a sole source agreement with ISC Applied Systems to provide for a consistent CCTV and Communication system across the entire fleet of streetcars.
- In November of 2022, Contract 30008221 with ISC Applied Systems was issued for the purchase of equipment for the CCTV and Communication Project with a not to exceed amount of $993,927.
- This ordinance authorizes the amendment of contract 30008221 to adjust scope of work to include installation and design and add the remaining funds needed to complete this project.
NOW, THEREFORE, the Council directs:
- The City's Chief Procurement Officer is hereby authorized to execute an Amendment to Contract No. 30008221 with ISC Applied Systems, to amend scope of work and increase the not-to-exceed value of the Contract by $2,904,645 to $3,898,573, substantially similar to Attachment A, provided the amendment is approved as to form by the Office of the City Attorney.

Financial and Budgetary Impacts

- Costs for this project will be posted to PBOT Capital Project T00641 - Streetcar Security Cameras, which is included in PBOT’s FY 22-23 Adopted Budget and five-year CIP forecast.
- Project and budget were presented to the PBOT’s internal Capital Investment Committee (CIC) and approved to move forward.
- Additional funds will come from pandemic-related stimulus specific to transit (CARES, CRRSSA, ARP), which the bureau has reserved for streetcar capital projects and will be included in PBOT’s FY 2023-24 Requested Budget.
Community Impacts and Community Involvement
- There is not expected to be any opposition to this ordinance. This contract amendment allows Portland Streetcar to continue the CCTV and Communications Project that is required by Federal Transit Administration.
