Emergency Ordinance

*Accept and appropriate a grant for $51,425 from the State of Oregon Department of Emergency Management for the FY 2022 State Homeland Security Grant Program to fund Metropolitan Explosive Disposal Unit equipment and training

The City of Portland ordains:

Section 1.  The Council finds: 

  1. The Police Bureau applied to the State of Oregon Department of Emergency Management (OEM) for a grant in the amount of $51,425 for the FY 2022 State Homeland Security Grant Program in January 2022;
     
  2. OEM has notified the City that it will award a subgrant for the FY 2022 State Homeland Security Grant Program to the Police Bureau in the amount of $51,425;  
     
  3. OEM will reimburse the City for program expenses not to exceed $51,425 for the purchase of equipment specific to explosive device remediation coverage and coordinated training for the members of the Metropolitan Explosive Disposal Unit (MEDU);
     
  4. The grant period is October 1, 2022, through September 30, 2024; and
     
  5. No match is required for this grant.

NOW, THEREFORE, the Council directs:

  1. The Mayor is hereby authorized to accept on behalf of the City a grant from the State of Oregon Department of Emergency Management for the FY 2022 State Homeland Security Grant Program in the amount of $51,425 and to execute the Grant Agreement in a form substantially similar to Exhibit A.
     
  2. The FY 2022-23 budget is hereby amended as follows:

    Business Area - PL
    Bureau Program Expenses - $51,425
     
  3. The Office of Management & Finance Grants Division is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Mayor’s behalf.
     
  4. The Chief of Police is authorized to execute on behalf of the City any subsequent modifications for the FY 2022 State Homeland Security Grant Program, #22-202 OEM HSGP SHSP 2022, provided such modifications do not increase the City’s financial obligation or risk. Any modifications that increase the City’s financial obligation or risk must be authorized by Council.

Section 2. The Council declares that an emergency exists because a delay would jeopardize the City’s ability to timely meet the grant deadline; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

This legislation authorizes the Mayor to accept and appropriate the FY 2022 State Homeland Security Program grant on behalf of the City.

Lane County is the lead applicant for the SHSP grant program. The project uniformly equips the state’s four FBI-accredited explosive response teams so that resources are equally available across the state.  This project directly supports the state investment area of CBRNE Detection/Response and National Priorities of Law Enforcement Terrorism Prevention Activities (LETPA) under the Federal priorities.

The teams supported by this project provide state-wide coverage with potential mutual aid capabilities beyond Oregon. Oregon has four certified bomb teams also referred to as bomb squads – Eugene Police Department (EPD – lead applicant), Oregon State Police (OSP), Portland Police Bureau (PPB), and Salem Police Department (SPD). These teams have worked together for several years developing and maintaining core capabilities and are dedicated to sustainment.

The 2022 project allows the State Joint Bomb Teams, including the MEDU to continue to take advantage of multiple formal training opportunities. The teams use their joint state team operational trainings to test capabilities, share experiences, and guide future equipment choices. The teams test equipment, schedule joint vendor sponsored maintenance training, develop training/exercise plans, track resources, and research bomb remediation tactics. This knowledge also is used to identify equipment gaps, training gaps, priorities, funding constraints, technology compatibility, outdated equipment, safety issues, or the need for a higher level of response.

Portland Police will use its share of the grant to fund the purchase of a replacement ICOR Mini Caliber Robot and video range extender.

Financial and Budgetary Impacts

This action will increase the Police Bureau’s Grant Fund appropriation by $51,425 for FY 2022-23. There is no match required by this grant.

Community Impacts and Community Involvement

The equipment and training will allow the team members to respond efficiently, effectively, and safely to threatened or actual incidents of terrorism, particularly in the area of Improvised Explosive Device (IED) attack deterrence, which will enable the members to better protect the citizens of this state, critical infrastructure, and increase officer and other first responder safety.
