*Authorize contract with the lowest responsible bidder for the NE/SE 82nd Ave Corridor Lighting project
The City of Portland ordains:
Section 1. The Council finds:
- This PBOT project prioritizes investments for critical safety and maintenance improvements along 82nd Avenue.
- Through the ODOT-led 82nd Avenue of Roses Implementation planning process, we identified priority streetlight enhancement locations. These were vetted with the community.
- The PBOT project addresses deficiencies in illumination along the length of the corridor by filling the lighting gaps between SE Clatsop Street and NE Killingsworth Street.
- Project design has been completed and PBOT will be proceeding with bidding the project for construction.
- The Bureau of Transportation has funds budgeted in FY 2022/2023 and proposed FY 2023/2024 for construction, inspection, and management of the project.
- The Bureau's level of confidence in the cost estimate for this project is moderate, the project scope is defined, plans and specifications are complete.
NOW, THEREFORE, the Council directs:
- Upon the Council's acceptance of the Chief Procurement Officer's report recommending the lowest responsible bidder, the Chief Procurement Officer is authorized to negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney's office.
- The Mayor and City Auditor to draw and deliver warrants chargeable to T01170.C42 when demand is presented and approved by the proper authority.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the Bureau’s ability to perform the activities; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of proposed legislation and background information
- Through the ODOT-led planning process on 82nd Ave, we identified priority enhanced lighting locations. These were vetted with the community through the planning process and included in the ODOT 82nd Avenue of Roses Implementation Plan.
- The NE/SE 82nd Avenue Corridor Lighting project will address lighting safety improvements from SE Clatsop to NE Killingsworth.
- This legislation is to allow the NE/SE 82nd Avenue Corridor Lighting project to proceed to bidding for a construction contract.
Financial and budgetary impacts
- No change to Portland Bureau of Transportation (PBOT) budget is requested with this ordinance.
- The project is in the Adopted CIP for FY 2022-23, listed as project T01170, Infill Lighting Program. The project is funded primarily with ARPA and General Fund.
- The cost estimate was generated internally by PBOT and is a standard cost estimate.
- Level of project estimate confidence is moderate.
- No changes in staffing levels.
